SKIMS in mess, Director only interested in purchases

srinagar, Aug 8: The only prestigious tertiary medical institute Sher-i-Kashmir Institute of Medical Sciences (SKIMS) continues to lose its status as for its basic activities viz research, training and patient care are concerned. The reason being the incumbent Director Dr. Showkat Zargar busy with purchase of high -cost equipments and other items that involve huge finances without following codal procedures. Showing keen interest in the purchases of high cost equipments without actually following codal procedures, the Director in connivance with the blue eyed few has made a mess of this prestigious tertiary institute. Items like Linear Accelerator (Rs. 21 crores), Laparoscope system (Rs. 84,22,955), Laparoscopic hand instruments (Rs. 34,59,476), Laparoscope for SKIIMS college, JVC (Rs. 34,59,476), Laparoscope for accessories (Rs. 31,94781), Syringe infusion pump (€ 24,320), Earring microscope (€ 2,44,880), Gamma Camera (Rs. 3,50,54,080), Lithotripsy (Rs. 2,85,53,351) and Kitchen equipment (3 crore) have been purchased without consulting the concerned purchasing committees and fulfilling other codal procedures. Director has sublet the basic activities to a handful blue eyed ones which include HOD Medicine Dr. Parvaiz Koul, HOD Surgery Dr. Khurshid Alam, HOD Cardiology Dr. Khurshid Iqbal and HOD Surgical Gastroenterology Dr. Umar Javeed who have made mess of the patient care at the institute. Zargar, it is widely believed enjoys patronage of ruling National Conference leadership as they (NC leaders) still consider SKIMS their personal property and that is the reason that despite sad state of affairs reported by media many a times, the Government has no intentions to clear the mess. While his hands are not clear as co-coordinator for procurement of these high cast equipments in this capacity before taking up as Director, Zargar has managed his entry into the mess at G.B. Pant hospital. There is a big question mark that how can a person do justice in another house when his own is in disorder. As regards patient care, one can assess the apathy when one enters Accident Emergency Care of the hospital where the patient faces threat to his life every second given the deficiency of life saving drugs, equipment and manpower management. One wonders if this is the state of affairs at the most critical area of the patient care, what could be the fate of patients in Operation Theatres, General Wards and Intensive Care Units. The mismanagement at one of the vital emergency care area in Cardiac cath -lab can be judged from the response to RTI investigation wherein a patient has received a stent without any identity of its source of procurement or any receipt to the patient. Apathy of administration towards a proper antibiotic and anti cancer treatment policy is costing many a dear lives without any explanation for which the Director and his blue eyed few do not have time to ponder about. "It is astonishing to see a tertiary healthcare institute like SKIMS having no adequate quantity of cancer drugs available in its stores leaving poor patients high and dry" a senior doctor at SKIMS told Early Times.
"SKIMS has some Rs. 30-40 crore (Plan fund) in its Civil Deposit which the present Director is alleged to have diverted for other purposes rather than for what the funds were meant for.
"The money was used for the purchase of expensive equipments as he (Director) was able to make good amount out of commission from the companies," he said. Non availability of IV fluids , normal saline, dextrose saline, dialysis fluids, paracetemol injections, anesthesia drugs and other life saving emergency drugs for revival of a dying patient in emergency and high end areas and lack of BP machines etc. in various wards and OPDs must serve a eye opener for the Government and the citizens concerned. Post graduate and post doctorate training in the institute is at its worst ever since the new Dean Dr. Khurshid Iqbal has been entrusted the job of Chairman Medicine and allied departments as well as Surgery and allied departments thereby taking away the powers and responsibilities of these chairpersons in their departments and as such making mess of the institute. Instead both Director and Dean are busy in divisive politics by wrongly projecting the second-run line of faculty in vital areas of patient care, thereby promoting indiscipline and disappointment which is ultimately brewing the seeds for brain-drain from the institute and unfortunately the Government apathy towards this only prestigious hospital is telling upon its health that needs reckoning so that the people concerned come out of the deep slumber before it is too late for their own turn.
