Controversy over land in Samba ‘becomes Police v/s Forest Department’ | Forest Deptt put forth claims, SSP Samba refutes saying reports awaited | | Sumit Sharma JAMMU, Aug 9: Controversy erupted over a huge land spread on 1900 kanals in district Samba when Forest Department and a private party are in locked horns, the district police is dragging feet and is awaiting commission's report to be submitted by ACR Samba BL Sharma. "A controversial spread of land in Utterbeni locality gained controversy when Forest Department claimed over 1900 kanals land at Utterbeni and alleging police for its partial role restricting Forest Department to launch anti encroachment drive", sources said. "The anti encroachment drive under the supervision of Chief Conservator of Forest (Jammu) Ravi Kesar started few days ago but the enforcement team failed to retrieve the said piece of land as they (sources within Forest Department) alleged that police checked their attempts to do so. Meanwhile, reacting over the Forest Department claims SSP Samba Israr Khan has refuted allegations against police and said that the land in dispute between Rasal Singh and Forest Department is 454 kanals and 8 marla under khasra No 366 and not 1900 kanals for which commission is to submit the report for final disposal. "It is unfortunate to say that police is being alleged to be bias despite police is facing contempt of court for not registering case against forest officials including some big wigs", SSP maintained. However, sources with in Revenue Department revealed that the preliminary report submitted to DC Samba by ACR Samba BL Sharma today in which it reportedly has stated that the land under khasra no 366 is Shamlat land (collective property) of a social set up (villagers) and it further added 'no cultivation was seen on it as the land is hilly, covered with jungle.' Meanwhile, sources said that the final report is to be submitted later after further probing into the case. Sources maintained that drama over the disputed land started when a team of Forest Protection Force (FPF) following directions from Minister for Forest, Mian Altaf and Principal Chief Conservator of Forest (PCCF) Vinod Ranjan, led by CCF (Jammu) Ravi Kesar, the then DFO (Jammu) Qamardeen and Conservator Forest (East) Roshan Jaggi carried out the anti-encroachment drive few days ago after getting complaint that one Rasal Singh had begun raising Pucca structures. Meanwhile, having information of possible clash a police team also reached on the spot and a day after the incident, Rasal Singh produced revenue record to Samba court claiming 100 kanals of land out of 454 kanal. The court directed police to register case against the revenue officials under Section 156(3). Sources further said that when SHO of the area did not lodge the case even after court direction, a contempt of court notice was issued against him. Meanwhile, intervening into the matter, SSP Samba sought 10 days time from court assuring action shall be taken by police after commission's report. Sources further said that Tehsildhar Samba who was earlier heading the said commission had submitted an unsatisfactory report and thus a new commission headed by ACR Samba was constituted. As per Revenue officials though preliminary report has been submitted but verifying of the facts of Rasal Singh's claim and Forest Department's claim is yet to be taken. Revenue sources also said that the detailed reports would take some time so that logical conclusion could be accessed. |
