From whom PYC demanding adoption of 73rd & 74th amendments? | Empowering Panchayats | | NEHA JAMMU, Aug 12: What is it that the Jammu & Kashmir Pradesh Congress Committee (JKPCC) and its youth wing Pradesh Youth Congress (PYC) are doing, particularly after the state government under pressure from below organized panchayat elections? They are adopting resolution after resolution suggesting that they are for the empowerment of the elected panchayats and other local bodies and that they want the elected panchs and sarpanchs to cater to the people's needs at the grassroots level. They are holding press conferences to demonstrate their commitment that they are for the empowerment of local bodies. Besides, the PYC has now started submitting memorandums to the Deputy Commissioners across the state urging them to accept its demand and empower the panchayats by adopting and implementing 73rd and 74th constitutional amendments. The decision to this effect was taken in Srinagar some six days ago and the decision to submit memorandums to the Deputy Commissioners had also been coupled with a threat that the PYC will start statewide agitation to achieve its stated objective. Now the question to be asked is: From whom the JKPCC and the PYC demanding adoption and implementation of these two much-talked about constitutional amendments? They are asking their own government to accept their demands. Why don't they ask the Congress ministers to raise the issue in the cabinet meeting, which is the proper forum? The National Conference is not running a one-party government. It is running a coalition government of which the Congress is the other constituent. The National Conference cannot rule the state even for a moment if the Congress withdraws its support to the government or comes out of it. Just one warning that the Congress would come out of the government in case its demand seeking adoption of the 73rd and 74th constitutional amendments is not conceded within a particular timeframe would leave the National Conference with no other alternative to do the needful. But neither the JKPCC nor the PYC would do so because they cannot do so. They know it fully well that AICC general secretary Rahul Gandhi and Prime Minister Manmohan Singh's ragtag UPA government are at the back and call of the National Conference. They can only hoodwink and mislead the people by doing what they have been doing. They know that the Deputy Commissioners cannot do anything in this regard because they are not lawmakers but still they are submitting memorandums to them. Enough is enough. The JKPCC president is also the chairman of the Congress-National Conference Coordination Committee. He should immediately convene its meeting and resolve the issue at the earliest. This issue is not as complicated and complex as the issue of Jammu & Kashmir.
