PDP's fresh salvo: NC prospered on 'condition' of murdering democracy
Backdoor appointments at behest of NC: Mehbooba

Jammu, Aug 12: In a blatant attack against ruling National Conference , the president of People’s Democratic Party Mehbooba Mufti today accused the party of perpetuating undemocratic means and ways in the state for decades, a system which the latter desired to have on 'condition' at the time of signing instrument of Accession in 1947 while it became a party to 'agreement' along with Maharaja Hari Singh. Mehbooba alleged that NC never wanted democracy in the J&K state for its own interests that is why its leadership always muzzled and murdered it and never allowed it to flourish. In a fresh salvo on backdoor appointments against the ruling regime the PDP chief said these have once again surfaced alleging NC had resorted to corrupt practices while making selections in government jobs.
"There was an undeclared agreement which NC made at the time when Maharaja signed instrument of Accession that there would be no democracy in the state and that NC would always rule the state……", Mehbooba said making a blaring accusation that all elections in the state on this count have been rigged. "The elections of 1951, 1987 and 2008 bear testimony to this truth…..", she remarked. The PDP president also hit out at Congress indirectly and said all efforts made by Mufti Mohammad Sayeed to make the party a vibrant force and wipe out corruption from the state received setback when Congress forged alliance in 1987 which ultimately paved way for forming a separate party PDP. Mehbooba said this while speaking at a huge rally organized in connection with celebration of Party's Foundation Day.
Making NC as centre of attack , she, however, blamed the party for betraying Congress party on a number of occasions . " The party betrayed Congress in 1977…….the party launched a campaign against the Congress so much so that partymen and Congress workers were boycotted ……history is witness to the fact that Congress men were lathicharged and few of them fired upon while a rally against corruption was taken out under the stewardship of Mufti Sayeed…", Mehbooba said lambasting NC for the tactics it adopted to wipe out Congress in the state.
Blaming NC for having 'systematized' backdoor appointments the PDP president said that only blue eyed candidates were getting jobs while the genuine and deserving candidates were thrown out of interviews…..this has almost become a rule and norm and all this is being done on the instructions of NC government…..". She said whenever PDP tried to raise voice against backdoor appointments, NC leadership muzzled it . " When I resisted the proposal of then government for keeping jobs at the disposal of MLAs, Farooq Abdullah challenged me and even threatened that he would not allow me to come to Assembly again…… my voice was gagged again by the present government when I raised the issue of backdoor appointments in various departments…..I was even served a legal notice…", the PDP president said,
Stating that during PDP rule there was transparency on every front, check on corruption, governance for masses with availability of necessities of life like power and no power crisis , Mehbooba contended there is no comparison between 36 years of NC regime as against 36 months of PDP regime . "It was for people to judge and assess the periods and rule by the two parties…", she observed.Taking a dig at NC for selling resources of state, Mehbooba Mufti said that National Hydel Project Corporation (NHPC) was generating more than Rs. 50,000 crores annually from J&K's water but state has no power. If you have to make state self sufficient economically you must take back projects under NHPC…..".

The PDP president also advocated opening of all the traditional trade routes to Pakistan and other countries, Mehbooba Mufti said that it was time for making Kashmir gateway of Central Asia and an economic free zone in order to ensure development and prosperity of the state.

People’s Democratic Party (PDP) patron and former Chief Minister Mufti Mohammad Sayeed also took a dig at NC and said it was responsible for all the problems state is reeling under at present. " The problems like rampant corruption, lack of governance , trust deficit coupled with sense of insecurity are outcome of lack of democracy……., democracy was never allowed to get roots in J&K by NC for the sole motive to remain in power….", Mufti said adding that while alternatives have come up elsewhere in our state democracy was never given any chance to strengthen . He said rigging of 1987 elections by NC regime, led to the eruption of militancy. In 1996, when Farooq Abdullah came in power, people pinned some hope of relief but contrary to their aspirations, the situations grew worse and anarchy and mess continued for entire tenure….Mufti said, adding that it was this situation that prompted us to form PDP . "Our agenda is not only to address the main political problem of the state but also to solve the day to day problems of the people.. .……..PDP came into existence to end uncertainties on all fronts in the state".

Mufti also made a scathing attack on coalition government for delay in holding of block council and local bodies elections, contending it was only depriving the state of its due share of crores of rupees of development funds. Hitting out Congress, Mufti said the party is only parroting its commitment on 73rd and 74th constitutional amendments but it has not been able to assert on holding block council and local bodies polls. " Is Congress not a part of this government……..why they have failed to hold elections on account of which Centre has stalled grant of Rs 600 cr. …..", Mufti remarked sarcastically saying Congress ministers too are accountable for delay. The former Chief Minister said that this government had made all Centrally Sponsored Schemes defunct and had failed to utilize Rs 500 cr funds under Sarva Shiksha Abhiyan .
In the rally the PDP high command did not forget to mention the name of former Prime Minister Atal Behari Vajpayee and extending thanks to him for what it contended enabled the people of J&K to come out of a phase of uncertainty and fear through various measures taken by the then government at centre. PDP leaders also highlighted the achievements of the party made during the regime led by the party in 2002.
