| Congress-NC "anti-Dogras" & "anti-Jammu" | | Three Regional Assemblies | | Early Times Report
JAMMU, Aug 13: The Jammu and Kashmir National Panthers Party (JKNPP) chairman, Bhim Singh, has yet again accused the Congress and the National Conference (NC) of being "anti-Dogras and anti-Jammu" and warned the coalition Government that any failure on its part to dispense justice to the people of Jammu Pradesh, especially the youth, would provoke political explosions in this most neglected part of the country and that if it happens, the results would be disastrous for these two out fits. People do agree with Bhim Singh and say that "whatever he has been saying from time to time about the NC and the Congress is absolutely correct" and that "anything can happen in Jammu Pradesh anytime, as things in this region are becoming volatile by the day".
There appears consensus in Jammu Pradesh that the "Congress has harmed the people of Jammu Pradesh more as compared to the NC" and that "had the Congress respected the mandate they got from Jammu in 2002 and 2008 and honoured the commitments it solemnly made, the NC would not have been in a position to humiliate and further marginalize the people of Jammu Pradesh". The Congress had in 2002 and 2008 held out a categorical assurance that the Congress, if voted to power, would end discrimination with Jammu Pradesh and empower it through the instrumentality of empowered regional development board or empowered regional council. So much so, it had promised an amendment in the State Constitution to achieve the objective. Ironically, the Congress forgot all the promises it made after winning maximum number of seats in Jammu Pradesh both in 2002 and 2008. In 2002, it had won 15 seats and joined the coalition Government led by the People's Democratic Party (PDP). In 2008, it won 13 seats and it joined the coalition Government led by the NC, which, according to many in Jammu, is known for its "bias against the people of Jammu Pradesh, Hindus, Muslims and Sikhs included".
One can refer to here innumerable instances to show that the Congress, instead of fulfilling the promises it had made from time to time, abdicated its authority in favour of the "Kashmir-centric and communal NC". With the result, the NC has been riding roughshod and harming Jammu Pradesh in a systematic manner. A reference here to just one instance would be enough to establish that the Congress is "anti-Dogras and anti-Jammu". The case in point is the controversy over the issue of Dogra certificate. It was the Jammu-based Congress Minister whose department issued an order asking the concerned Revenue officials to issue Dogra certificates to those desirous of joining Central paramilitary forces, including the CRPF. The said Minister had declared that he would not withdraw the order come what may. His threat proved hollow. The moment the Kashmiri separatists and certain Kashmir-based politicians, including those belonging to the NC, opposed the order, the said Minister yielded. In fact, the Union Government yielded. It yielded to keep the separatists like Syed Ali Shah Geelani in good humour. This is the position.
Bhim Singh says that the Dogras and other people in Jammu Pradesh would continue to suffer and face taunts and humiliations as long as the State remains intact or as long as the existing politico-administrative and Constitutional arrangement remains unchanged. He appears to be correct. The existing arrangement is unitary and Kashmir-centric. It is also Kashmiri-dominated. But more than that, the existing system is fully backed by the Congress-led UPA Government at the Centre.
The JKNPP chairman has a solution to the problems being faced by the people of Jammu Pradesh, Kashmir and Ladakh region and his solution is reorganize the State on a regional basis, create three separate Assemblies in the State, one each for Jammu Pradesh, Kashmir and Ladakh and empower the Indian Parliament to amend Article 370 so that it could also legislate on behalf of the people of Jammu Pradesh, Kashmir and Ladakh, as it does in the case of people inhabiting rest of the country. It is rational, democratic and secular solution. The authorities in New Delhi would do well to accept and implement forthwith the solution Bhim Singh has suggested. Even otherwise, this State can't be maintained as one single political entity, as it consists of three disparate regions. Even the interlocutors have candidly admitted that the aspirations of the people of Jammu Pradesh and Ladakh region are totally different from those of Kashmir. |
