Non-performers carrying the day, bestowed awards in Omar Abdullah administration

Srinagar, Aug 18: Bestowing awards to some officers whose achievements and performances are not yet visible, has really surprised many. On the eve of 66th Independence day, the Jammu and Kashmir Government gave awards to those only who are favorites of some while the real performers have been left unnoticed.
Awards have been only given to the chosen ones who are favorites of those heading the administration and who are self proclaimed administrators. It was really astonishing to find the little known officers having no higher achievements at their back, being bestowed gold medals and citations as compared to others who could be considered for such awards. It has been seen that objectivity of the administrators always gets blurred as they cant see beyond their chosen ones.
The fundamental question remains, how a person can be judge in his own cause. But unfortunately people from General Administration Department have always been their when it comes to giving awards for outstanding performances. To quote some examples Khursheed Ahmad Gan-ai, Basharat Ahmad Dar received awards while heading the GAD and Ahmadullah as Special Secretary GAD, the reason being they have been processing the files and in the process project their own cases. Now a special secretary of GAD, alas! Head Assistant too is among the recipients of awards. It has become a routine for the Government that in any award that is being given, a functionary of GAD has necessarily to be their as if the whole process of giving awards would remain incomplete without GAD representatives.
These are actually awards by them, for them as the whole process of giving awards has become shabby because people fail to understand on what basis the officers are bestowed with awards and how the files are processed.
It was heartening to see awards being given to five chosen officers of the State. The first among the senior most awardees was the Principal Secretary Omang Narula recently posted as Chief Electoral Officer. He was previously posted as Principal Secretary Forests for only three months and prior to that he was posted as Principal Secretary Industries and Commerce. When he joined the State Government on deputation some four years back he was appointed as Principal Secretary Rural Development Department and as Principal Secretary RDD, the functioning of Narula was not up to the expectations and it was thought proper to shift him before Panchayat Elections could be held under his secretary-ship and was replaced by Farooq Ahmad Peer who did a commendable job while conducting Panchayat elections successfully. And astoundingly awards for holding successful panchayat elections were given to Chief Secretary, his special assistant and couple of more officers not even remotely connected with the process while as the real performer was left unnoticed implying that awards are being given on whims and caprices of few.
However, after he was posted as principal secretary Industries and Commerce, the achievements of Narula are not yet visible on ground. Soon he was shifted to Forest Department and was unceremoniously transferred only after two months what could be called as a dumping ground. It is yet to ascertain on what grounds he was awarded a gold medal and a citation. There could be local officers like BR Sharma, Principal Secretary Home, Atul Dullu, Principal Secretary Tourism and many other secretaries and special secretaries who could better deserve the awards as compared to the non-performers. Government stands answerable before the people for bestowing awards to non-performers.
They have projected their cases last time CS and others were given panchayat awards. Special Assistant to CS was given an award because he was processing the file.
The list of non-performing recipients goes on. Chief Engineer R&B Kashmir Mushtaq Ahmad Lone who has been noticed only when the awards have been given, otherwise macadamization and Road connectivity under R&B has not improved. One wishes one could take Chief Minister and Chief Secretary to the roads to see how the bumps on roads are bone breaking but since they are cruising from Peer Zoo to Chatabal Weir, they might not be in a position to gauge the conditions of roads in the twin capital cities of Srinagar and Jammu. Mushtaq, a lesser known engineer has all of a sudden gained lot of popularity.
Then comes VC LAWDA Irfan Yasin who has been moving from piller to post to get himself transferred from LAWDA from the day one. This is for sure that out of all recipients he must be surprised to have received the award. One fails to understand as what improvement and what initiatives have been taken which could have been visible as for the world famous Dal lake is concerned. Weeds are there, encroachers are also there, still Irfan receives award for outstanding performance.
The lone recipient Farooq Ahmad Peer who has been given the award is known for his integrity and is a genuine recipient as the panchayat elections were held under his secretary-ship successfully.
