Visually impaired rape survivor seeks justice
Accused TA personnel still at large; people accuse police of inaction

Kishtwar Aug 21: The people of Kishtwar are aghast over failure of the police to arrest fouer personnel of the Territorial Army accused of raping a 20- year- old visually impaired girl. The alleged rape took place eleven months ago and accordingly an FIR was registered. However, the accused were still at large. All the four 159 BN Territorial Army personnel who are involved in this heinous crime are still at large even after the lapse of more than 11 months since Kishtwar police registered an FIR against the accused in the month of October 2011.
Talking to Early Times, the victim Baby (name changed) said that the accused made forced entry into her house on 25-9-2011 at around 5 PM when the whole family was working in the fields. The rape survivor identified one of the accused as Sajjad Hussain Sheikh Son of Ali Sheikh resident of Satarwagi Palmar in Kishtwar District, posted with 159 Territorial Army. "He raped me in presence of my 10- year- old niece, while the other accused gave him cover. Another accused Daya Krishan of Dachhan Kishtwar terrorized my niece. Initially Sajjad covered his face with cloth, but later he removed the same from his face."
The survivor who is 70-80% visually impaired but can recognize Sajjad. According to her, he often visited her residence during search operations. "He (Sajjad) is a local", she said.
After committing rape, she said, the accused decamped with cash and other valuables. She said that accuse Sajjad and his associates threatened her and her niece of dire consequences if they informed about the rape. The accused threatened her of killing her brother. Baby remained mum but the ransacked room made the family suspicious. Finally it dawned on the family that the accused had decamped with Rs 25000, some gold and silver ornaments. Baby narrated the story to her family next morning. The shocked family approached the police. However, the FIR was registered after eleven days, she said. Later she was taken to hospital and the court for getting her statement recorded. According to a police official, the police have approached the commandant of 159 BN Territorial Army for handing over the custody of all the four accused. The army has, however, not heeded the police request till date. Meanwhile, the accused have reportedly applied for bail before Principal District and Sessions Judge Kishtwar. The bail application has been fixed for hearing on August 22.
