| Trifurcate JKPCC into three units | | Meeting Regional Aspirations | | Neha
Jammu, Aug 22: On the former Prime Minister Rajiv Gandhi's 68th birth anniversary on Monday, some Jammu-based senior Congress leaders suggested trifurcation of the State unit of the Congress party so that the aspirations of the people of three regions are fulfilled. According to a report, it was senior JKPCC president and former Member of Lok Sabha Dharam Pal Sharma who underlined the need to have three Congress units in the State, one each for Jammu Pradesh, Kashmir and Ladakh. "Sharma suggested constitution of regional units under the Pradesh Congress Committee to fulfill regional aspiration," the report said. "It is important to keep in mind the regional divide in Jammu & Kashmir and, hence, it is imperative to constitute regional units of the party," the report also said, adding that "earlier some Congress leaders had suggested that instead of one PCC president, there should be separate presidents for Jammu, Kashmir and Ladakh since people of these regions have different aspirations".
The suggestion that the PCC should be trifurcated or that there should be separate Congress presidents for Jammu Pradesh, Kashmir Valley and trns-Himalayan Ladakh only indicates realization on the part of the Jammu-based Congress leadership that the aspirations of different regions could not be met under the existing arrangement within the party and that if the concerns of the people inhabiting different regions of the State are to be addressed, the PCC has to be trifurcated. It is appreciable that certain Congress leaders in Jammu have finally diagnosed the ailment and suggested a drastic change in the party structure.
It is difficult to say that the Congress high command, which in 2009 had adopted a seat-sharing formula under which the NC contested the Lok Sabha elections in Kashmir and the Congress in Jammu Pradesh and Ladakh, will endorse the suggestion as mooted by some Jammu-based Congress leaders. Besides, the Congress leaders in Kashmir are there to oppose tooth and nail the otherwise very sound suggestion. They would certainly tell the Congress high command that the idea of trifurcation of the Pradesh Congress Committee, if accepted and given an effect to, will hurt the Kashmiri psyche and further alienate the Kashmiri Muslims from the national mainstream. They could even say that the acceptance of this suggestion will ultimately culminate in the trifurcation of the State into Jammu, Kashmir and Ladakh States.
One has to wait and see how the protagonists of separate presidents for Jammu, Kashmir and Ladakh convince the party high command and succeed in their game-plan. The objective is novel but the road to reach that goal is very difficult. How could they persuade the party high command to set up three units of the party in the State when they have failed to persuade it to honour the commitment it solemnly made in 2008 in election manifesto that the Congress, if voted to power, shall amend the State Constitution in order to federalize the State polity and establish an adequately empowered regional council. But one thing is clear: There are persons in the JKPCC who are well-meaning but weak and non-assertive. And, here lies the real problem. |
