Government has to be accountable for all issues, 'unprepared' Ministers will be grilled: Speaker Assures oppn concerns would be accommodated | Autumn session from Sept 28 | | Saroj Razdan Jammu, Aug 22: The autumn session of Legislature will commence in the last week of September, most likely on September 28 or 29 and will last for not more than 10-12 days. The notification for the session is being issued on August 28 following which the MLAs would be asked to submit their questions, this time only 10 , five each starred and unstarred per MLA. The brief duration legislative session as claimed by the Speaker of the Assembly Mohammad Akbar Lone shall see the opposition viewpoints and concerns fully accommodated and at the same time ruling coalition getting grilled from his end if they fail to satisfy the House with proper answers and details sought by the Legislators on issues related to public. The Speaker asserted he would make the Government accountable on all issues raised in the House. In what can be seen the coalition Government set to face a tough session with Speaker having made up his mind to what he said 'taking them to task' for lapses and casual approach, the Autumn session shall witness proceedings more responsive to issues raised by opposition as also by the ruling members . " I assure the opposition that their views and concerns would be fully accommodated ….all the points and queries related to public demands would get a reasonable time and space …..", said the Speaker MA Lone. However, all this, he quipped, is subject to the condition that they (opposition) conducts itself with observance of Parliamentary norms and rules. "I will certainly go out of the way to give more time and space provided they maintain discipline ….allow proceedings to be conducted in a smooth manner so that precious time doesn't get unnecessarily wasted in uncalled for arguments …", the Speaker said adding if it is a genuine issue it is my job to get the Government on toes to come up with explanations. The Speaker who sounded tough for the ruling parties said he would not allow Government or Ministers of either of the party to take the House or proceedings casually by not coming fully prepared on their subject. " I will see to it that all such questions be it from opposition or ruling members get deferred till the Ministers are able to convince the entire House with requisite details…..not only this the Ministers may also see getting caught on the wrong foot from my rulings on lapses or lacunae , if found or raked up at any point in the House during the session. I will also pull up the Government , if situation required so with rulings they will have to follow, the Speaker said adding ' Government has to be accountable on all matters'. The Speaker also observed with remarks full of criticism for the ruling side contending that if opposition at times disrupts the proceedings with 'unfounded and irrational' accusations, they (ruling party members) too don't conduct themselves in a proper way. This trend and approach of leveling grave accusations against each other has to be discouraged …..for the clamour raised from their end also spoils the decorum and amounts to wastage of precious time…., the Speaker observed |
