Youth Cong demands empowerment of panchayat in JK

Doda, Aug 23: Youth Congress whose parent body the Congress is an ally of Jammu and Kashmir government, today took out a rally here, demanding empowerment of panchayat in the state.
Demanding implementation of 73rd and 74th Amendments in Jammu and Kashmir Panchayati Raj Act-1989, over 200 Youth Congress activists led by Pankaj Basotra staged a protest rally in Doda. Continuing its campaign in support of amended Panchyat Act in state, the youth congress activists including Sarpanches and panches of Doda and Bhaderwah participated in this protest rally.
At the onset of today's protest, the Lok Sabha President Youth Congress Udhampur Doda Pankaj Basotra accompanied by Assembly President Bhaderwah Nadeem Sharief Naiz, Assembly President Doda Adil Rangrez, Assembly President Ramban Rashid Malik submitted memorandum to ADC Doda and tehsildar Bhaderwah to further submit it to the Chief Minister. Pankaj Basotra while addressing the gathering at Doda has lamented the inadequacy of J&K Panchayati Raj Act in real upliftment of power. Basotra further said that power should be decentralized at grass root level so as to connect the common masses with it. Section 45(3) of the Act in place in J & K envisages nominated Chairmen of the District development boards and section 4(3) stipulates provision of nominated members in panchayats thereby keeping the panchayats subservient to bureaucratic will. Basotra in this regard said that youth congress activists in the first phase are submitting memorandum at their respective tehsil headquaters as well as district headquaters to tehsildar and DC and after this if their demand will not considered by the govt. all the youth congress activists will come on streets and roads to lodge their protest against the govt. Nadeem Sharief Naiz AYC President Bhaderwah said that the failure of institutions to deliver has been a major cause behind turmoil in state. He further said that during the panchayats election large number of participation of the general masses have been seen in jammu as well as in valley . He further appealed the Sarpanches and Panches to further cooperate youth congress in this regard. He also called for the increasing the tenure of Panchayats from five to six years to bring them at par with elected legislators.
Adil Rangreez pressed hard upon the state govt. that without total implementation of 73rd amendment, corruption cannot be controlled and power should not be properly utilized. Among others who were present include AYC President Ramban Rashid Malik ,AYC vice president Waseem Jalaal, Irfan Attu, Bansi Lal Katoch and others.
