Gandoh tense as police fails to register case over jurisdiction row
Alleged murder of youth

kishtwar, Aug 23: Protests broke out in Gandoh area of Doda district as a dispute over police jurisdiction between two police stations of two neighbouring districts led to non-registration of an FIR of alleged murder of a youth whose body was found at Bashi Top area situated on the borderline of Doda and Kishtwar districts.
A 22 year old Mushtaq Ahmed son of Maskeen Ali resident of Batri Gandoh of Doda District was allegedly killed by some locals of the area including an SPO.
According to sources, people after seeing the body of the deceased lying under the bushes at Bashi Top informed the nearby police post of Kishtwar district, which after verifying the spot informed the Gandoh police that the place where the murder took place is in its jurisdiction.
After getting information from Kishtwar police, a police party from police station Gandoh led by SHO Gandoh rushed to the spot and identified the deceased as Mushtaq Ahmed.
After reaching the spot, Gandoh police shifted the body to hospital, but refused to lodge an FIR on the pretext that the area falls under the jurisdiction of Kishtwar police station and reportedly informed the Kishtwar Police to register the case, but Kishtwar police puts the ball back into the court of Gandoh police as a result of which no FIR has been registered so far even after the lapse of more than 24 hours since the incident was reported to Doda and Kishtwar police.
Meanwhile, the people held a strong protest at Qarra Gandoh and demanded immediate arrest of accused including an SPO, who was allegedly involved in killing of the deceased.
As soon as the news of the killing of Mushtaq Ahmed reached Gandoh, a large number of people from native village of the deceased and its adjoining areas assembled and held a strong protest against the alleged murder of the youth.
Keeping in view of mounting tension, senior police officers from Kishtwar and Doda rushed to the affected area to check any untoward incident.
The protestors who were demanding the arrest of the culprits were disbursed off peacefully soon after Gandoh police take preventive custody of the three accused including an SPO allegedly involved in the murder of Mushtaq Ahmed.
Police after conducting legal formalities handed over the body of the deceased to the family members for burial, but the issue pertaining to the jurisdiction is yet to be sorted out, thus hampering the course of investigation.
This is not the first kind of such incident where Kishtwar police and Doda police are fighting over jurisdiction issue. In past, many such incidents were reported from the area since revenue departments of Doda and Kishtwar Districts have failed to demarcate the boundary lines of the two districts separated five years ago after Azad led PDP-Congress Government granted District status to Kishtwar.
