BD Sharma stalls promotions in PHE, sits over files | | | Bashir Assad srinagar, Aug 23: The PHE department has come to a grinding halt due to inefficiency of its Commissioner Secretary BD Sharma who is averse to effecting promotions at different levels in PHE leading to the frustration of officers in the department. There are so many instances to substantiate the fact that about a dozen Executive Engineers are holding additional charges of one or two more divisions which has hampered the functioning and the Commissioner Secretary BD Sharma is reportedly sitting over the files who has stalled the promotions completely. Notwithstanding that Minister for PHE Taj Mohi-ud-din is very particular about the issue of promotions, Sharma seems to be in no mood to remove the stagnation as a good number of engineers in the Hydraulic department have been awaiting promotions to next higher grade for last 10 to 15 years. Sources said that aggrieved engineers are moving from pillar to post for redressal of their grievances but in vain. A delegation of these engineers met Chief Minister Omar Abdullah during his public darbar and apprised him, however, nothing concrete happened. The delegation also met PHE Minister Taj Mohi-ud-din and Commissioner Secretary BD Sharma. Sources said though the Minister issued immediate directions for addressing the genuine demand, Sharma, however, has shown little interest in moving the file from his table. On the other hand Chenab Valley Power Development Corporation (CVPDC) and the expanded JK Projects Construction Corporation (JKPCC) have shot many letters and reminders to Commissioner Secretary requisitioning deputation of Engineer expertise including Executive Engineers, Superintending Engineers (SEs) and Chief Engineers but Sharma has shown little interest in effecting the promotions to depute engineers to the twin corporations. Owing to the lukewarm response from Commissioner Secretary PHE, CVPDC and JKPCC have been now requesting the services from R&B Department despite the fact that engineers ought to be from Hydraulic side. It was for the first time that engineers of Hydraulic department who have been clamoring hard to remove their stagnation as they have not been promoted for last 10-15 years due to less number of posts at higher level. The opportunity was provided by the creation of CVPDC and expansion of JKPCC where the services of engineers at senior level are required to man the new projects that are coming up in Joint Venture. This can result that neither the projects can be completed in time nor the engineers will be availing the opportunity of getting promotions. It merits a mention here that CVPDC and JKPCC have shot many communications to the department which are in possession of Early Times but no progress has been made for promotion of these engineers and their postings in the twin corporations. Despite the fact the Minister concerned was very particular about the issue but Sharma is deliberately hampering the process for unknown reasons. On the other hand 3 Chief Engineers are retiring by the end of this month and CE, PHE Kashmir is due to retire next month but no initiatives have been taken for filling up these posts. This is only because the Commissioner Secretary lacks the secretariat orientation as he has never worked in departments of public importance like PWD. This is also substantiated by the fact that initiatives taken earlier in PHE department have slowed down. Pertinently Sharma is already in news for he has allegedly availed the benefits under Roshni Act by acquiring huge chunk of land in Samba. |
