NC not serious for implementing Panchayati Raj in its true spirits in J-K: Basotra

Jammu/Ramban, Aug 24: Pradesh Youth Congress (PYC) Committee continued to gear up its ongoing campaign seeking implementation of 73rd and 74th amendments in Panchayati Raj Act to empower Panchyat Raj in state.
'National Conference headed by the Chief Minister Omar Abdullah is not serious for the implementation of Panchayati Raj Act 1989," stated by youth congress leader and Lok Sabha president Youth Congress Udhampur Doda Pankaj Basotra.
While addressing the gathering of youth congress activists including sarpanches and panches organized by the AYC Ramban under the chairmanship of Rashid Malik AYC President Ramban.
Earlier a large number of congress activists take out rally from Bus Stand Ramban to DC Office Maitra where they submitted a memorandum to DC Ramban Sabir Ahmed to highlight their demands.
Targeting the NC, the coalition partner in present regime, Basotra said if they are claiming that chief minister has given powers to sarpanches so why should he come with the proof to face the general public. He said that the two months ago Congress in its party delegates in Srinagar has passed the resolution in presence of Sr. Congress leaders from the center and the state regarding the implementation of 73rd and 74th amendments and our ministers are pressing hard for the implementation of panchayati Raj Act. But this very unfortunate that our collation partner is not serious and is delebrating ignoring the democratic rights of Sarpanches and Panches.
Basotra said that AICC Gen Secy Rahul Gandhi desires to strengthen the Panchayati Raj in J&K so that the power should be de centralized at grass root level. He also threatened if the government fails to implement Panchyat Raj act with its incorporated amendments i.e. 73rd and 74th amendments, Basotra will be the first person who will resign from the youth congress.
"Without total implementation of 73rd amendment, corruption cannot be controlled and power should not be properly utilized, he said adding, "youth congress will leave no stone unturned and will fight for the rights of Panches and Sarpanches."
Param Jeet Singh Lok Sabha Gen Secy Incharge Ramban Assembly said efforts should be made by the youth congress activists in bringing the act in line with 73rd amendment. He further said that during the panchayats election large number of participation of the general masses have been seen in jammu as well as in valley . He further applealed the Sarpanches and Panches to further cooperate youth congress in this regard. He also called for the increasing the tenure of Panchayats from five to six years to bring them at par with elected legislators.
Youth Congress activists resolved to further intensify their campaign for decentralisation of powers.
Others who were present and spoke on the occasion include AYC Vice President Arun Raju,Tariq Saleem,Youth Congress leader Bansi Katoch, Layaqat Wani, Surinder Singh, Ramjeet Singh, Vicky Sharma and others.
