Gilani hits nail on head, opposes community-centric line

Jammu, Aug 24: There is some realization on the part of some supporters of Kashmiri separatists that the latter have singularly "failed to address" the issues facing the people of the State "in right perspective". One such supporter and sympathizer of Kashmiri separatists is the London-based Syed Nazir Gilani, general secretary, Jammu and Kashmir Council for Human Rights (JKCHR). "Both the mainstream and separatist leadership has failed to understand the Kashmir issue and the people of Kashmir," he on Thursday told reporters at a press conference in Srinagar. Gilani is not a Briton; he is a British national of Kashmir origin. He is an activist. He has organized discussions and debates in London at regular intervals and written extensively on Jammu & Kashmir. He is also quite vocal. He says what he wants to say without mincing words and most of his writings are very controversial.
What he said during the press conference in the summer capital did establish that he has the courage to hit the nail on the head and take on those whom he consider responsible for the messy situation, particularly in Kashmir, the real trouble-spot and hot bed of anti-India intrigues and conspiracies. What exactly did he say: He, among other things, reportedly said: "The mainstream leadership never stressed for the UN resolutions on Kashmir while the separatist leadership has ran an emotive campaign and never put forward any practical solution to the problem. 'Things cannot be resolved by stone pelting, protests directed at the right direction only yield the right kind of result. Kashmir-based leadership has not been able to create any narrative and this is the reason they have been losing strategically'. Kashmir solution is not just for the Valley, but the entire Jammu, Kashmir (and) Ladakh, along with (Jammu and Kashmir which is controlled by Pakistan and also Gilgit-Baltistan as its parts. Till now there has not been the involvement of every region and that would not bring the complete solution".
He further said: "Kashmiri leadership (has) been following a narrowed approach and that is why Kashmir is still an issue since six decades. We are not asking for a 'solution' but all the parties should be brought to one platform, including people from all the three regions keeping all the UN resolutions in perspective to find out a concrete solution. The State is diverse and there are Kashmiris, Paharis, Gujjars, Dogras, Ladhakis, and many other tribes and communities and the solution should not be for an individual community but for the State".
Gilani did not just stop there. He went on to say that the "State Government is certainly a legally-elected Government but it is not complete and cannot take decisions on Kashmir issue as its decisions will not be abided by the other side of LoC"; that the "Indian and Pakistani Governments have not been forthright on this issue and time and again they have pushed the matter according to their convenience and not according to the wishes of Kashmiri people"; that the "separatist leadership has hardly encouraged a free debate and independent inputs and seem to be lost in a wilderness"; that "all substantive work required to advance the interests of the people has been taken over by routine press statements and counter statements"; that the "failure of the leadership to understand the importance of numerical in self-determination and their failure to protect life carries a direct responsibility"; that "it is unfortunate that Kashmiri leadership continues to show that it does not have a reliable understanding of their case"; and that "it has failed to sensitize the constitutional roles of the two Governments at Srinagar and Muzaffarabad".
One will surely contest most of the Gilani's formulations and suggestions. One would also say that he is not a friend of India and that he in his heart of hearts wants a solution that negates the very idea of India. But one would surely appreciate him when he reflects on the diversity in the State, castigates the mainstream and separatist Kashmir leadership, rejects out-of-hand the one-community-centric (read Kashmiri Sunnis) approach and solution and underlines the need for a solution that is acceptable to the people of all the three regions of the State. In fact, what he said was what the EARLY TIMES had been saying for years now to put things in perspective and expose the weaknesses of the ongoing separatist movement in Kashmir.
