PYC protestors cane charged, detained in Srinagar… | NC indifferent…., Congress too chooses to be 'mute mode' | | Early Times Report Jammu, Aug 24: The ongoing schedule of protests at the district headquarters by Pradesh Youth Congress leadership in support of the cause of empowerment to Panchayats took an unsavoury turn today when the protestors including senior functionaries led by president Mohammad Shahnawaz were cane charged by police and taken into custody in Srinagar. The Youth Congress leaders remained in Police lockup for few hours till Health Minister Sham Lal Sharma and some senior leaders of the party intervened, arrived at the Police station and got them released. The entire sequence of events unfolds typical developments one gets to watch when any youth body agitates in support of demands they rake up and want the Government to settle them while seeking its attention towards the mode of protests. But this protest and agitation is unique and, therefore, becomes conspicuous in many ways. One, for the cause of the demand which is purely a political one that continues to reflect vertical differences between alliance partners Congress and National Conference, both having own way of addressing the issue of empowerment to Panchayats . What makes the ongoing protest programme of PYC different is that notwithstanding the fact Congress is its major ally in power, ruling National Conference doesn't even acknowledge what PYC is clamouring for, not to speak of paying any attention or responding to demand of PYC functionaries which they are conveying through memorandums submitted to Deputy Commissioners. There is no denying the fact that Pradesh Youth Congress is agitating on roads and has intensified the protests at all district levels for empowerment to Panchayats for over two weeks now. Whether this approach is right or sheer 'political dramatics', a matter apart. The loud cry of PYC, however , is intended to stir the power centres in ruling National Conference , a party which is not agreeing to follow the Congress way on this issue and is claiming to be doing so in a much better manner. Without even making a mere mention of what PYC is asking for, the Rural Development Minister Ai Mohammad Sagar only yesterday made statement claiming that a sound mechanism is already in place to ensure empowerment of Panchayati Raj institutions. He even contended that the Government had fulfilled its promise of what he termed as democratic decentralization of powers to grass root levels. The hard fact remains that National Conference leadership whom PYC intends to pay attention on what they are demanding specifically over the issue, is simply choosing to ignore their cry and clamour. The hard fact also remains that when NC Ministers and leaders make loud claims that promise of empowerment to Panchayats has been fulfilled and the sound mechanism exists to ensure that at all levels, not a single Minister musters courage to refute this claim or say something more needs to be done in terms of incorporating 73rd Constitutional amendment. The irony remains that barring Health Minister, no one not even the PCC leadership deemed it proper to intervene in how Youth Congress activists were bashed, beaten and kept in police custody for raising their pitch over the demand. While NC's silence over police action, which PYC functionaries term as uncalled for, is understood, one wonders at mute strategy of Congress leadership…..! |
