| HC issued bailable arrests warrant against the then CEO in appointment case | | | Jammu, Feb 06 Justice Nirmal Singh of J&K High Court Jammu wing today issued bailable warrant against Mr. RK Abrol, the then Chief Education Officer Jammu, in the amount of Rs 10,000/- with one surety of the like amount. Justice Singh, after hearing petitioner Kuldeep Raj, who appeared in person, observed that report from Tehsildar Akhnoor has been received; RK Abrol CEO has not appeared despite service and directed that he be summoned through bailable warrant. Earlier, the Court directed SDO / Tehsildar Akhnoor for a detailed report on the basis of the revenue record for deciding the controversy with regard to the residence of respondent Bandhana Sharma daughter of Mr. Madan Lal Sharma, former minister and presently MP, as to whether she belongs to Village Panchtoot, Plantha or Thangar Pallanwala and whether these villages are Moda of Village Panchtoot. The then Chief Education Officer RK Abrol, who has filed the affidavit, in this case has stated in the objections that the school in question is situated in village Karkala, whereas on December 27, 2002, when he appeared in the Court; he made a statement that the school in question is located and functioning at Moda Dok of Village Panchtoot. Upon this, the Court directed CEO to appear in person on the next date of hearing to show whether his stand taken in the objection is correct or whether statement made by him in the Court on December 27, 2002, with the direction the case be listed in the first week of February,2007. According to the petition, the petitioner applied before Village Level Committee for the post of teacher under Rehbar-e-Taleem. Petitioner was the only eligible candidate in the area, but to the shock and dismay of the petitioner, respondents Director School Education Jammu, CEO Jammu, ZEO Khour and Deputy Commissioner Jammu manipulated record in order to accommodate Bandhana Sharma d/o Mr. Madan Lal Sharma Ex-Minister and presently MP. In the petition, it was further submitted that she is resident of Pallanwala, therefore, she could not have been considered against the post in Primary School Dok and seeking quashment of the same.
