Conflict in Assam: Not merely a clash between Bodos, minorities…..!
8/27/2012 12:27:19 AM

ET REPORT

JAMMU, Aug 26: Is the prevailing volatile situation in the highly sensitive Assam the fall-out of a conflict between the Bodos (local inhabitants) and minorities, especially Muslims? If one goes by what the Assam Chief Minister Tarun Gagoi has been saying again and again, then the answer would be yes. "From the beginning I have stated that some foreign hands are involved. It is not merely a clash between Bodos and minorities. The Union Home ministry report that Pakistani elements were involved has vindicated our stand," Gogoi again said the other day. There are many others in the
establishment and political parties like the Congress, who also have been saying the same thing. They are even blaming the RSS and similar other organizations behind the ongoing violent clashes in Assam.
But is really the prevailing situation in Assam the fall-out of bloody clashes between the Bodos and the "minorities"? The answer could be a big NO. It is actually a conflict between the original inhabitants of Assam and illegal immigrants from Bangladesh, who have grabbed and occupied vast tracts of land, established their stranglehold over the Indian natural resources, drastically altered the Assam's demographic character and who have been posing a live challenge to not only to the unity and integrity of Assam and other north-eastern states, but also to the unity and integrity of India. They are destabilizing the Indian polity. There should be no doubt about. Early, the conflict in Assam was between the locals and Bengalis, Gurkha and Nepalis.
It would not be out of place to mention here that millions and millions of Bangladeshis have over the period crossed over to India. As for Assam, according to one estimate, more than 10 million illegal Bangladeshi immigrants have settled in this state, with many obtaining ration cards and taking part in the electoral exercises for years now. That these infiltrators have drastically changed the demography of Assam could be seen from the fact that they today dominate 11 out of 27 districts. Before 1971, all the districts were non-Muslim-majority. The fact of the matter is that hundreds of thousands of Bangladeshis have become citizens of Assam, thus adversely impacting the local population, Hindus and Muslims included, in every respect.
It needs to be noted that the conflict between the locals and Bangladeshis in Assam is an old phenomenon. During the time of Rajiv Gandhi, an accord had been signed between the Union Government and the agitating people of Assam which said that all those who crossed over from Bangladesh to Assam after 1971 shall be identified and deported to their country. But no action was taken. During the regime of Atal Behari Vajpayee, a few steps were taken in collaboration with the Assam Government, but with no result in the real sense of the term. The matter even reached the Supreme Court of India, which clearly said that the illegal immigrants from Bangladesh needed to be identified and sent back to their country.
It was expected that Tarun Gagoi, who has been ruling the state for more than 10 years now and the Congress-led UPA Government would implement the Assam accord in letter and spirit and throw out of India the Bangladeshis. But nothing of this sort happened. On the contrary, the Congress-led governments at the centre and in Assam have allegedly tampered with the Supreme Court orders on the issue. It is obvious that the Congress did so to improve its electoral prospects in Assam as well as at national level. In other words, elements in the establishment and pseudo-secular forces acted in a manner which directly and indirectly helped the illegal Bangladeshi immigrants to establish their foothold in a number of north-eastern states, especially Assam.
It is this questionable conduct on the part of certain elements in the establishment and parties like Congress that has led to the present bloody conflict in Assam and created volcanic situation across the country with states like Karnataka, Tamil Nadu, Maharashtra, Kerala and even Gujarat, Uttar Pradesh and Delhi witnessing a situation that has forced the Indian citizens of north-east to quit Bangalore, Pune, Mumbai, Nasik, Chennai and Delhi. The truth is that the conflict in Assam between the Bodos and Bangladeshis has engulfed most parts of India. It's dangerous situation. It's time for the political parties to abandon vote-bank politics and protect the locals against the foreigners like the Bangladeshis.
