Cop-militant nexus phenomenon in Kashmir : police verifying credentials of Khakis | | | Early TImes Report
Jammu, Aug 26: Assessing the social, political and economic impact of armed conflicts in affected regions has never been so easy. It is indeed an exercise that needs constant revision taking into account the progression in the conflict situation, and yet, there can be no finality to the assessment Police-militant nexus in a conflict ridden Kashmir is in itself a progression rather a phenomenon and militant-politician nexus outcome of the political instability coupled with the sense of insecurity brewing among the politicians. The militant-cop nexus exposed recently is not the only instance rather not even a rare case, in conflict zones cops- turn- militants and vice versa is a natural phenomenon, however, militant-cop nexus hits the front page whenever it comes to the fore but there are some cases which go un-noticed . The nexus is turning out to be a major embarrassment for the police's top brass in the state with investigations revealing that the 'rogue cops' were close to some top police officers. However, what is fraught with dangerous consequences is involvement of law enforcing personnel in secret deals. There are instances to quote that cops set free nabbed militants before a case under appropriate law could be registered, merely for monitory considerations while as innocent people are being booked when they failed to warms the palms of the cops. In some cases under cover cops have reportedly passed on vital security related information to the militants. For instance militants have managed to get photographs and residential addresses of nearly 25 police officers and constables associated with the Special Operations Group (SOG) from the policemen who had been working covertly for them. That the vital information about top policemen had been handed over to militants was revealed by the policemen who were arrested in June on charges of working with Hizbul Mujahideen militants. The photographs and residential addresses of police officers mostly posted in south Kashmir were handed over to militants by these policemen . "The arrested policemen had provided pictures of senior police officers and their residential houses. They had provided this information in lieu of huge money," a police source privy to the investigations said. "It is an alarming development as the name of those policemen have also been handed over to militants, who live in far-flung areas of south Kashmir," he added. The nexus is turning out to be a major embarrassment for the police's top brass in the state with investigations revealing that the 'rogue cops' were close to some top police officers. According to police sources that links between some police officials and militant outfits like Hizbul Mujahidin, LeT, Harkat-ul-Mujahidin and Jaish-e-Muhammad are now established. Police has very recently arrested a cop Abdul Rashid Shigan who according police was responsible fotr carrying out deadly attacks in Sringar for last 18 months. The police had earlier nabbed four cops, who were charged with "planning to orchestrate terror strikes to create a chaos in the state." The police said that the arrested cops were also taking money from Hizbul Mujahideen militants for carrying weapons and providing sensitive information about the movement of police officers. The four policemen, Mukhtar Ahmad Sheikh, Mohammad Abbas, Ilyas Khan and Riyaz Ahmad Beigh, were subsequently booked under Section 10 (being member of an unlawful organisation), Section 13 (any form of assistance in unlawful activity), Section 18 (conspiracy to commit terrorist act) of the Unlawful Activities (Prevention) Act and 3 PEPO (Police Enhanced Penalty Ordinance). On June 17, the lid on the nexus was taken off when a constable was picked up after it was found that he was in touch with a militant commander in the Tral area of south Kashmir who had planned an attack on a former militant in the Saderbal Hazratbal area of the city on June 6. During questioning, the nexus between the militants and cops surfaced. Meanwhile, the revelation of the links of some policemen with militants has prompted the police department to look into the credentials of its personnel. Pertinently, police arrested Shigan alias Molvi alias Omer Mukhtar, a resident of Lachaman pora Batamallo, and Imitiyaz Ahmad Gojri alias Amir, a resident of Nowakadal Tengpora Srinagar for their involvement in 18 militant cases in Srinagar over the period of 18 months. The module carried out 13 major attacks without any handlers from across the border or directions from any militant outfit. Police officials claim that Shigan would procure arms from militant groups like Hizbul Mujahideen. As for the militant-politician nexus there is littele difference between what happens in North East and that is happening in Kashmir. The literature survey had indicated of a nexus between the politicians and extremists of the North East region. And at many occasions same has been proved in Kashmir. |
