PYC under attack from right, left | Empowering Panchayats | | Early Times Report jammu, Aug 27: It was some 10 days ago that the Pradesh Youth Congress (PYC), at the behest of the Rajiv Gandhi-controlled Youth Congress, launched with much fanfare a campaign aimed at making the State Government adopt 73rd and 74th constitutional amendments so that the State Panchayati Raj Act was brought at par with the central Panchayati Raj Act. Interestingly, the Congress is part of the Government and it has at least 7 Cabinet Ministers, including the Deputy Chief Minister. Besides, the JKPCC president is the chairman of the Congress-NC Coordination Committee. It should not have been difficult for the Congress to make its own Government do the needful and empower panchayats. That it failed to do and, instead, launched a campaign against its own Government speaks for itself and establishes that it has the temerity to do things which give opportunities to its political rivals on a platter to take on, expose and ridicule it and question its very intentions and credibility. During the last 10 days or so, the PYC submitted memorandums to various Deputy Commissioners urging them to adopt the above-referred to amendments knowing it full well that they were just not competent to do what the PYC wanted them to do and in the process became an object of ridicule and contempt. In between, the PYC also organized a few marches and demonstrations against the Government. As expected, this approach of the PYC was also questioned, and very rightly. The truth is that the PYC, instead of evoking popular response, has only invited public wrath as well as wrath of political parties like the BJP, the JKNPP, the JSM and a number of other small political groups active in Jammu Pradesh. All these parties have in one voice accused the PYC of hoodwinking and misleading the people and making mockery of itself and the Congress party as a whole. Almost all these critics of the Congress have asked it to stop fooling the people and challenged it saying that if it really believes in what it has been saying for some days now, it must make its own Government deliver or come out of it in case the NC turns down its demand. The NC has already turned down its demand and said that all the Panchayats in the State already stood fully empowered and that there was no need to adopt the 73rd and 74th constitutional amendments. It would not be out of place to point out that the PYC and its parent organization have been riding roughshod over the issue and helping their political rivals, especially in Jammu Pradesh, a rare opportunity to beat them from right and left. Interestingly, there are many in the Congress organizations who are also accusing their own leadership of "playing dirty politics over the issue". |
