| Jora replies Tarigami’s question on Sawalakote Power Project | | | Jammu, February 06 In reply to a question by Mr. M. Y. Tarigami, Minister for Power Mr. Nawang Rigzin Jora told LA that an MOU was entered into in 1999 between J&K State Power Development Corporation and Statkraft Anlegg & Kavener Energy (SA/KE) of Norway regarding implementation of Sawalakote HEP. Subsequently in April 2001, a contract was executed by J&K State Power Development Corporation with a Consortium comprising M/S. NCC Intl. AS of Norway and M/S Hochtief of Germany. He said that the said member of the consortium with whom the contract was signed in April 2001 withdrew from the contract before financial closure and commencement of works. As such no work was started on the project. Following the withdrawal of the earlier Consortium, further negotiations were held by a committee of officers with a new Consortium comprising SPAS (Norway), M/S Ozaltin Const. Trade & Inds. Inc. (Turkey) & HCC (India). Based on the recommendations of the Committee, the government decided to negotiate an agreement with the Consortium subject to certain conditions stipulated in Govt. Order No.366-PDD of 2005 dated 21-12-2005 read with addendum dated 4-04-2006. The matter was, however, reviewed and the government after going into all aspects of the project has decided to go in for competitive bidding method in entering into a contract for construction of the project. The Group of contractors comprising of new Consortium have filed a writ petition before the Hon’ble Court against the decision of the government to go in for competitive bidding and the High Court has granted an interim stay in the matter. The delay in implementation of the project not being due to role of any officer, no proceedings are contemplated against officers on this account. Mr. Ali Mohammad Sagar, Mr. Mubarak Gul, Mr. Abdul Rahim Rather raised supplementaries to the question. In reply to another question by Dr. Chaman Lal, Minister for Power Mr. Nawang Rigzin Jora said that a plan stands formulated for construction of Mini Hydle Power Projects in the state. He said the schemes have been identified and the gauges are being installed for observance of discharge of the Nallah for working out the viability of schemes at Ragi, Bharam Dhar and Bhjopapul. He said a view will be taken on the implementation of the schemes as envisaged in the State Hydel Policy after observance of design discharge of the rivers concerned.
