Centre adopts "wait and watch"policy on AFSPA repeal | | | early times report Jammu, Aug 29: Notwithstanding repeated pleas of Chief Minister,Omar Abdullah, for partial lifting of AFSPA and for withdrawal of troops from within the civilian areas the Government of India has opted for adopting a "wait and watch" policy. Official sources said that the union Home Ministry had broached the issue with the Ministry of Defence in the recent past but the Government had to keep Omar's demand under the carpet because of opposition from the top Army brass. Sources said that when the central Government started fresh exercise on Omar 's demand it again decided to wait for more time after intelligence inputs had revealed that militants were trying to regroup and others,waiting across the LoC and the IB,were awaiting an opportunity for sneaking into Jammu and Kashmir. It was on the basis of these intelligence inputs that the state Government turned down the CRPF authorities plan to pill out more than 2000 jawans from within the state. Realizing the importance of incident free days and weeks of the summer season the Government of India preferred to keep Omar's demand under the carpet so that the heavy tourist traffic and the rush of pilgrims to Amarnath cave shrine remained uninterrupted. Though the Amarnath pilgrimage ended peacefully the Government expects a heavy second phase tourist traffic to the valley and as such it does not favour any change in the current security bandobast. Sources said that the Government has decided to monitor the situation on a day to basis till the end of November and if, during these months,no major incident of violence took place the Government may go in for partial withdrawal of AFSPA. As far as the withdrawal of troops from within the civilian areas was concerned the Government may opt for some cosmetic exercise on the plea that the bulk of troops had already been pulled out of the valley. |
