DB directs Registrar General for making adhoc appointments | PIL for appointment of translators in High Court | | Jammu, Aug 29 JNF: In a Public Interest Litigation filed by Pawan Kumar Maini a practicing Advocate & Ex-General Secretary of Bar Association Jammu regarding creation of post of translators from Urdu to English, Division Bench of State High Court comprising Chief Justice MM Kumar and Justice Muzaffar Hussain Attar today directed Registrar General of J&K High Court to explore the possibility of appointing adequate number of translators on adhoc basis. After hearing Sr. Adv BS Salathia and Adv Vikram Sharma appearing for the PIL and Sr. AAG Gagan Basotra appearing for the State, Division Bench observed that Sr. AAG Gagan Basotra says that the law dept is not averse to making addition of seven posts of translators in the two wings of the High Court, however, he says that a period of three months would be required to complete all formalities for making addition of seven posts of translators. Upon this Division Bench directed Registrar General J&K High Court shall forward a requisition to the State Govt regarding requirement of Seven posts of translators because the hearing of criminal appeals has been hampered in the absence of translators of Urdu to Engli The appeals are pending since the year 1999 and the fundamental right of accused to speedy trial under Article 21 of the Constitution of India is adversely affected. Division Bench further observed that the suggestion for adhoc appointment is meritorious and accepted the same because it would be immediate relief to those whose appeals are pending for hearing since long. Division Bench further clarified that the financial assistance for adhoc appointments shall be provided by the State Govt |
