CAG picks faults in Transport Department's functioning | | | Early Times Report SRINAGAR, Aug 30: In what could be termed as bizarre example of laxity and non flippancy, the State Transport Department has issued registration numbers to thousands of vehicles without the actual details of the owners of vehicles. The department not only has showed a security lapse but also seemed unconcerned to the life of school children by permitting school vehicles without having proper fitness certificates. The Department has even entered 'bogus' numbers into the data base of the vehicle owners seeking registration whereas thousands of registrations were issued without mentioning the actual parentage and address of the vehicle owner. "Fields like Purchase date, address, PAN and parentage had been left blank or bogus numbers had been entered in the data base in Srinagar, Budgam, Baramulla, Jammu, Kathua, Udhampur and Rajouri RTO/ARTO offices", reads the Comptroller and Auditor General of India's March 2011 report. Giving details of the 'fraud' committed by these offices, CAG has found that, out of 52283 registration issued in Srinagar before March 2011, 45 were issues without purchase date where as one registration had no mention of the address. Ironically ARTO Udhampur tops the list, issuing 164 registrations without the proper address and an equal number without having any mention of the father's name of the owner. ARTO Baramulla has issued 2 unaddressed registrations whereas RTO Jammu issued 9. Interestingly under Rule 47 of the Central Motor Vehicle Rules 1989, the owner of the vehicle shall apply in 'Form 20' for the registration of the vehicle which shall include Parentage, PAN, address and other such vital information. CAG report, a copy of which lies with KNS, has also raised eye brows on the security of the entire data base of the Transport department available with the RTO/ARTO offices, and has expressed its apprehension that keeping the data base open, can actually compromise the security issues. "We noticed that neither any security policy had been formulated by the department nor any guidelines issued to the RTO's/ARTO's", reads the report, adding 'security measures featuring to prevent forging of Registration/Fitness certificates/ Driving Licenses/ National Permits issued by the department were not taken by the department." CAG has further mentioned that their analysis found that there were 3,032 cases of duplicate engine numbers, 17 cases of duplicate chassis numbers and 53 cases of blank engine numbers in six of the seven test checked units. It has also pointed out the unwillingness of the department to flush out the Goods and Passenger Vehicle owners who had defaulted in payment of Taxes. According to CAG report, 13, 369 Goods and Passenger Vehicles had not paid the due tax of Rs. 12.36 crore till March 2011 with RTO Jammu leading the list having 3405 vehicles plying on the roads without having paid Tax, followed by Srinagar where the number in the same period stood at 2616, Budgam 1178, Baramulla 278, Kathua 717 and Udhampur 978 defaulted Goods and Passenger Vehicles. More shockingly the CAG has revealed that the Transport department was severely compromising the safety of School going children by being reluctant to check the fitness of the School buses even after 6 years of the lapse of the previous Fitness Certificates. "Fitness Certificates of 63 School Buses, 34 in Srinagar and 29 in Jammu divisions have not been renewed even after a lapse of three to six years. The department had made no efforts to trace out the vehicles ensure safety of children", reads the report. |
