Early Times Report
SRINAGAR, Aug 30: Kashmiri Pandit delegation led by a social activist KK Raina called on former interlocutors at Summer Capital here today and demanded a comprehensive return and rehabilitation package for displaced Pandits by settling them at a concentrated place in Valley.
Raina who submitted a memorandum to the former interlocutors including Dilip Padgoankar and Radha Kumar expressed serious concern over the neglect of Kashmiri Pandits by the interlocutors in their recommendations though the community being the first and foremost part to Kashmir issue which has become the main victim of 23 year long turmoil.
Raina told the former interlocutors that they have only made a passing reference to the community forgetting their contribution to the development of the State and nation as a whole. He informed them that this minuscule minority is facing a total extinction and if steps were not taken to rehabilitate them with honor and dignity by fulfilling their aspirations and neglecting the community will be a big blunder.
He said it is unfortunate that the recommendations were made for the rehabilitation of the surrendered militants who were part of a conspiracy to wage a war against the nation and bring the State to a path of destruction but the peace loving community which believed in welfare and homogenous development of all was neglected altogether.
He while highlighting his point said the settling of the community at a single township in Valley will help in preserving the composite culture of Kashmir and also strengthen the bonds between the two communities. In this regard Raina sighted some examples saying the various minorities in Kashmir like Gujjars, Shias and Sikhs also live at concentrated places and this way they don't feel insecure.
He said that for restoration of confidence among the Kashmiri Pandits and to give them due place in political arena of the State and country at least three seats each be reserved for the community in State Assembly and Legislative Council, one seat each in Lok Sabha and Rajya Sabha, reservations proportionate to their population in Central and State Government departments, professional colleges etc.
The community should be allowed to set up minority institutions in the Valley for preservation of their culture. In this regard he stressed on establishment of Sharda University in Kashmir the proposal already mooted by former Governor, permission to Hindu pilgrims to visit Sharda temple presently in PoK, passage of Kashmiri Hindu Shrines and Religious Places Bill by enactment of law for their management and protection, granting of soft loans to displaced youth for settling up of their business establishments, compensation for losses suffered by community during turmoil period and special package for those Pandits who did not migrate and chose to stay back in Valley.
Another delegation led by GR Hasrat Gadda president Fankar Cultural Organisation an NGO highlighted the plight of artists of the State and strongly advocated for creation of three cultural academies in the State as except literature the other fields like art, culture have been totally neglected in the State and no efforts were made by the Academy for the promotion of the same.
Gadda demanded that adequate steps be made for promotion of art in the State and the services of artists be given due recognition.
He said no book in Kashmiri was published while many books in other languages were got published by Academy which shows the step motherly treatment given to the language.
Earlier, there was a verbal duel between Raina and Engineer Rashid as the later objected the settlement of Pandits at a single township and said the Pandits if ready to return should be rehabilitated at their original inhabitations. However, Raina snubbed the MLA and strongly put forth his point saying that there was no harm in settling Pandits at a single township as Gujjars and Shias also live at concentrated places in Valley.
