Timely completion of mega road projects shall change entire profile of J&K:Azad

“Effective, reliable and high quality road connectivity in urban, rural and far-flung areas is essential for overall development of the state and keep rich infrastructure ready to cater to all national and international trade and commerce activities in Jammu and Kashmir State”, said Chief Minister Mr. Ghulam Nabi Azad in his inaugural speech at a high level meeting of central and state officers which was convened to review the over all road scenario of the state besides to decide modalities for implementations of new road projects under various state and central programmes here last evening.

K. Bajaj, Chief Engineer Road Transport and Highways Mr. Parbhat Krishana, General Manger (Tech) NHAI Mr. S. K. Singhvi and DGM (Tech) PD PIU Jammu Col. V. K. Pardeshi from central side participated in the meeting. While as from J&K state who participated in the meeting among others were Minister for R&B Mr. Gulchain Singh Charak, Minister for Transport Hakeem Mohammad Yaseen, Minister of State for R&B Mr. Mohammad Khalil Bandh, Chief Secretary Mr. C. Phunsog, Principal Secretary to Chief Minister Mr. Anil Goswami, Principal Secretary Planning and Development Mr. S. S. Kapoor, Commissioner/Secretary Finance Mr. B. B, Vyas, Divisional Commissioner Jammu Mr. Pramod Jain, Commissioner/Secretaries R&B, Revenue and Transport and Chief Engineers of various executing departments of Jammu and Kashmir divisions.
The meeting was informed that National Highways Authority of India has actually commenced the work on prestigious Rs.7000 crore road project from Srinagar to Pathankot under North-South Corridor Phase-II. The project includes widening of road, construction of tunnels and bridges. Under this project, 324 kilometer of road length will be completed through 12 mega contracts. Out of which clearance has been given for 9 packages. Under the project, two long tunnels structuring from 8 to 9 kilometers and 12 short tunnels of the length of six kilometers will also be constructed.
Chief Minister and Union Minister were informed in the meeting that construction of Srinagar bye-pass road project will be completed at a cost of Rs.60.66 crore up to October this year and so far 72 percent construction work of this project has been completed.
Chief Minister emphasized that keeping in view start of Qazigund-Baramulla railway track with its main station at Nowgam and completion of International Airport at Srinagar it is necessary that work should be intensified on Srinagar bye-pass road so that it is completed in time.
The Union Minister also gave directions to NHAI authorities to take timely action for completion of this road project.
It was also decided that 4 bridges and flyover at Hyderpora on this road project will be constructed at a cost of Rs. 62 crore which would be 6-lane and shall be completed by December 2008. The concerned Chief Engineers were advised to take timely and necessary action so that NHAI is able to start construction on 6-lane flyover without any delay.
The meeting also reviewed pace of progress on Jammu Bye-pass road which is coming up at a cost of Rs. 74.87 crore and would be completed up to December 2008 besides the construction work of 4-laning of Vijaypur-Kunjwani, Vijaypur-Hiranagar and Hiranagar to Lakhanpur road was also reviewed and it was informed that Vijaypur-Kunjwani 17 kilometer road project would be completed at a cost of Rs. 83.88 crore by ending December 2007 while as Vijaypur-Hiranagar 30 km and Hiranagar to Lakhanpur 33.65 km road stretches would be completed during the year 2008 at a total cost of Rs. 310 crore.
Chief Minister was apprised that four-laning work between Jammu and Srinagar national highway which includes Srinagar-Bijbehara-Qazigund, Qazigund to Banihal, Banihal to Ramban, Ramsoo to Ramban, Ramban to Udhampur, Ramban to Nashri, Nashri to Chenani, Chenani to Udhampur, Udhampur Bye-pass, Phalata (Udhampur Bye-pass) to Janakha, Janakha to Nagrota and Nagrota to Jammu at a total cost of Rs. 6878.67 crore would be awarded during current financial year.
The meeting also reviewed the pace of progress on prestigious Mughal road and it was informed that the work on this project has been taken up simultaneously from both sides and 44 km of road length has been made fair weather. The project involves a total cost of Rs. 255 crore.
The Union Minister assured Chief Minister that since it is necessary that this road passes through sanctuary, therefore, its clearance should not become hurdle in completion of the road within a targeted period as construction of this road is essential keeping in view shortening the road distance from Srinagar to Poonch.
The concerned executing agencies were advised to continue completion of road project without wasting any time.
The meeting was informed that 80 percent work on improvement and upgradation of Khanabal-Pahalgam road has been completed so far while widening work of Narbal-Tangmarg road has been accomplished to the extent of 65 percent and it is going apace.
Other road projects that came under discussion in the meeting for which modalities were discussed included improvement and upgradation of 69.98 km Galhar-Sansari, 28.63 km Bhadarwah-Pul Doda, 55 km Ramban-Gool, 83 km Bandipora-Gurez and 30 km Kurwara-Machhal.
The meeting also took stock of important road projects to be sanctioned on priority under CRF. These included Verinag Feeder, Kaluchak-Purmandal, Thannamandi-Shahdara Sharief, Gurah Morh-Utterbehni and Wagura-Doodpathri roads and Hanjan Nowshera, Bagh Nallah Kathua, Kathar Manowa and Mera Mandrian bridges.
The meeting also discussed projects for Bani-Bhadarwah-Chamba inter-state road connectivity project and Patimahalla-Nawapachi road being of economic importance besides measures required for improving condition of Jammu-Srinagar national highway at Panthal.
