| AD CAPD booked by Crime Branch for fake PRC | | | early times report
Jammu, Aug 31: Crime Branch, Jammu has registered a case under FIR No.21/2012 u/s 420, 465, 468, 471/RPC against Dev Raj S/o Munshi Ram R/o Sajjadpur Tehsil R.S. Pura, Jammu at present Assistant Director CAPD, Rural Jammu for obtaining fake Permanent Resident Certificate (PRC) of Jammu And Kashmir State fraudulently.
Brief facts of the case are that a written complaint duly endorsed by Special Municipal Mobile Judicial Magistrate Ist. Class, Jammu was received by Crime Branch, Jammu through the complainant Sain Ahmed S/o Mohd. Hussain R/o Nandpur Gujran, R.S. Pura, Jammu alleging therein that Dev Raj S/o Munshi Ram R/o Sajjadpur Tehsil R.S. Pura, Jammu at present Assistant Director CA&PD was a non state subject, who had managed a Govt. Job and a Permanent Resident Certificate (PRC) by fraudulent means and the said Dev Raj as well as his fore-fathers had no property or any other proof of being the Permanent Residents of State of J&K. On this an enquiry was initiated in Crime Branch, Jammu and during the course of enquiry, it came to fore that father of Dev Raj was basically from West Pakistan and in the year 1947, he crossed the border and went to Jallandher (Punjab) wherefrom his family shifted to Pathankote where some land was also allotted to them by Punjab Govt. which was disposed off by them and later on they shifted to Nandpur Gujran, R.S. Pura, Jammu. After passing Matriculation examination, he joined service in CAPD Department in the year 1974 as Chowkidar, but there is no such record in his personal file which shows him permanent resident of J&K State and in the year 2003 he produced PRC which he got issued on the basis of documents i.e Voter List of Rajya Sabha Election for the year 1951 of one Isher Dass his uncle. However, as per record of Election Department neither Dev Raj nor his father's name exists in the Voter List of 1951. Their names exist only in the Voter List of 1981 and 1984 of Parliamentary Elections. Director CAPD, Jammu has also intimated that at the time of appointment of Dev Raj, he had produced fake/fictitious PRC and after a few years of service in connivance with dealing staff managed to misplace the same and in the year 2003 prepared a fresh PRC and submitted the same in the year 2010 for record. On this the formal case stands registered and investigation of the case is in progress. |
