Sarpanches delegation meets interlocutors, demand empowerment of Panchayats | | | EARLY TIMES REPORT SRINAGAR, Sept 1: A delegation of Sarpanches led by Panchayat Conference convener Shafiq Mir met with the former interlocutors Daleep Padgaoanker and academician Prof Radha Kumar at Srinagar on Friday evening in state guest house and informed them about the condition of panchayat institutions in the state. Nearly a dozen prominent Sarpanch leaders from Kashmir division strongly demanded the implementation of Indian constitution's 73rd amendment regarding Panchayati Raj in the state of Jammu and Kashmir. The meeting continued for an hour and ended with the decision to organize a state level Panchayat conference either at Srinagar or Jammu in near future so that the real feedback is received from the ground level representatives of the state. Sources said, while talking to Delhi's track 2 diplomats, convener Jammu Kashmir Panchayat Conference Shafiq Mir told that the real problem in the state was the denial of democracy to the residents of this state. Referring 1987 elections held in the state, Mir said that the people who were actively involved in the democratic institutions at that time were crushed and were not allowed to become part of the democracy. The same people later turned prominent separatist leaders and militant commanders and now they have gone thousands of miles away from democracy, Mir is reported to have told the interlocutors and same was endorsed by them. Shafiq Mir told the track two diplomats, if Panchayats of Jammu and Kashmir are not empowered at par with other states of the country like Kerala and Rajasthan, the people of Jammu and Kashmir will not take part in any such exercise in future which will be biggest blow to the Indian democracy in the state of Jammu and Kashmir. Rejecting all claims of state government regarding empowering Panchayats, Mir said that no legal power has been transferred to them and all claims made by the government were mere eye wash. |
