Jammu, Sept 1: In what can be seen as the countdown finally having begun on conducting elections to Local Bodies and Block Development Councils of Panchayats in the State, the National Conference and Congress today agreed on urgency to initiate the exercise with formal order to be communicated to Election Commission shortly by the Government. The matter was decided as main agenda today in the meeting of Coordination Committee held at Srinagar with thrust on holding election to four seats of Legislative Council as well from the Panchayats.
"Both the coalition partners realized and appreciated the urgency of holding all the pending elections….. we realized we must move forward and initiate steps as early as possible….." Prof Saif-u-Din Soz, chairman of the Coordination Committee said while speaking to Early Times. He said the steps would be seen in direction of asking the Election Commission to make necessary operational and technical arrangements for facilitating the elections, he said adding that all the members in the Committee held threadbare discussions on issue and were unanimous on its urgency, since these are due for a long time now. The committee has also decided to frame a detailed mechanism and decide upon operational technicalities which will guide these elections, he elaborated. However, he was non committal as to when exactly the elections could happen .
The coordination panel also took up the issue of vacant posts in various Commissions and arrived at some consensus with regard to 'criteria' of filling them up on the basis of distribution between the two parties. While the chairman Prof Soz refused to divulge any details, contending that the appropriate persons would be identified for the vacant posts in a day or two, one of the senior members said the matter has been almost settled. The vacancies in the prestigious Public Service Commission are likely to filled up soon as the two coalition partners National Conference and Congress have agreed on the ' quota' to be shared by each party in terms of number of persons to be appointed by their own choice from each Kashmir and Jammu regions. Out of the five vacancies one post for Ladakh has almost been settled with consensus of both the allies on appointment of Angchuk, retired Director Fisheries Department. Both the parties will appoint two members each of their choice from Jammu as well as Kashmir region, the member said.
