Complaint lodged against Jail Supdt, Court directs SHO Pacca Danga for action
Amandeep murder case now haunts district jailer

JAMMU, Sept 3: In a latest twist in much hyped Amandeep murder case, one of the alleged accused involved in case Royal Singh lodged criminal complaint against Vinod Kumar, then District Jail Superintendent, Ambphalla, Jammu before court alleging the jailer beat him over the issue of turban and hurt his religious sentiments.
According to complainant the episode occurred in jail premises in presence of jail inmates and two other Havaldars whom he (the complainant) had identified them as Sonu Sharma and Mahesh Sharma on August 14, a day before transfer of Jail Superintendent to Udhampur jail as Jail Superintendent. The complainant stated the incident occurred when under trial mother during 'mulakat' informed him that she brought Pagri for him but the same was snatched from her at the entrance on the direction of District Jail Superintendent. He said that when he asked jail head for the reason, he started beating him which resulted into injuries to him. He, through his council demanded registration of FIR against former District Jail Superintendent under Section 295 A, 323 RPC.
Based on the complaint, the Court of Chief Judicial Magistrate (CJM), Jammu has directed SHO Pacca Danga Police Station to take necessary action against the jailer under law and report to the court within two weeks.
Meanwhile, SSP Jammu Prabhat Singh when contacted said that police is duty bound to comply with order of court in letter and spirit. Pertinently, Vinod Kumar was transferred to Udhampur jail as jail Superintendent after Government received nod from Supreme Court. Earlier , he managed stay order from High Court for his further postings on the plea that he had grave threat on his life.
The high profiled Amandeep murder case came to lime light in the year 2009 and a case FIR No. 247/21010 under Section 307/34, 323 RPC and 3/25 Arms Act was registered, in P/S Gandhi Nagar, Jammu. The Investigation was entrusted to Satnam Singh, who conducted initial investigation. The injured Amandeep was in the meantime shifted to Ganga Ram hospital, Delhi where he succumbed to his injuries on August 30, 2009 as a consequence the offence u/s 307 RPC got replaced by 302 RPC. Meanwhile, investigation of the case got shifted to SP City South and a Special Investigation Team (SIT) was constituted. During investigation it came to the fore that some police officials in collusion with an officer of Forensic Science Lab and Others, swapped the weapon of offence and bullet used, to insulate the principal offender(s). Henceforth SIT arrested Manohar Singh then SSP, Sultan Mehmood Mirza then SHO Gandhi Nagar, Satnam Singh Sub-Inspector, Sarwar Hussain Bukhari Ballastic Expert FSL Jammu, Raj Singh constable attached with FSL, Nagar Singh alias Nago, Jagar Singh and Choudhary Rakesh Singh and while one Ashok Kumar was declared absconder. Later, also various other persons which including Central Jail head Saleem Beigh and his PSO Surinder Kumar too were arrested during investigation of the case.
