Mismanagement, wide-spread misappropriation of money in Waqf Board

SRINAGAR, Sept 3: The Jammu and Kashmir Waqf Board is once again in news for large scale financial irregularities and administrative inefficiency with management and the employees at different levels looting the board and the Government doing very little to held the board management accountable for the mess.
Early Times has learnt from the reliable sources that the public donations made in the spirit of charity and well-being of the poor that constitute the financial resources of the Waqf Board are mismanaged and major part of it goes to the pockets as the Government has miserably failed in bringing in transparency and accountability in the Waqf Board- "the custodian of public property".
Notwithstanding the demand for financial management review gaining momentum, the Government seems to be in deep slumber doing nothing to save the Waqf Board from irrevocable manner-mess.
Sources said if the accounts of the Waqf Board are put to scrutiny, a bid scandal will come to the fore. "Crores of rupees raised through donations in the spirit of charity are unaccountable and expenses as against the donations are manipulated for personal benefits at the highest level".
"There are two identified modes of financial bungling; lower rung employees indulging in thefts while collecting the donations and finally the management at the top misappropriating the huge sums by showing irrational and incorrect expenditure and indulging in purchase malpractices"
"This is a routine practice in the Waqf Board and the management is stealthily indulging in financial mess in absence of a proper monitoring and supervising mechanism," an ex-official of Waqf Board told Early Times.
He said the resources are not properly utilised for the well-being of the people because the Waqf Board's policies and procedures in financial management are never reviewed.
"Waqf Board is widely regarded as a story of unfulfilled dreams in the State. It is a well-known fact that this State-administered organization after assuming a large part of administrative control of Muslim shrines in J&K has not achieved the level of transparency and accountability as would be appropriate of such an organization," he said.
Politicization of the Waqf Board comes in way of making the Board accountable and transparent, said the former official.
De-politicization and democratization of Waqf Board could have helped in making it more effective and transparent is gaining currency with each passing day. The local administrations of many shrines and mosques are increasingly voicing their frustration over the centralized manner their funds are administered by the Board and the little say they have in deciding its spending policy.
"Waqf Board is not a small organization in terms of finances. It earns huge financial revenue every year. But when the shrines like Dastgeer Sahib Shrine are without basic facilities like fire-extinguishers and fire-tenders of Waqf Board, one has all the reasons to raise a question mark over the Waqf infrastructure and spending," a senior journalist told Early Times.
