'Amendment in RTI Act an attempt to curtail people's rights' | | | Early Times Report JAMMU, Sept 4: Unifying under the banner of Sangarsh RTI Movement, the RTI activists has raised objections to the recent amendments made in the rules of Jammu and Kashmir Right to Information Act vide SRO No. 279 coming into effect through a Notification of GAD on August 30, 2012. Addressing a press conference here today, RTI activists including Balvinder Singh (Convener Sangarsh RTI Movement), Vilakshan Singh (RTI Activist & Advocate JK High Court), Raman Sharma (Co-founder of Sangarsh RTI Movement), Shiekh Shakeel Ahmed (Advocate) and others demanded immediate restorations of all the powers of the commission and undoing of the tampering made in the rules governing the RTI Act in the state. They said that this is yet another attempt of the state government in curtailing the people's rights and showcases the callous and apathetic attitude of the Government's top brass besides their adamant nature in making RTI regime and RTI Institution tooth-less after successfully delving at making other vital Accountability and Transparency Institutions defunct. The RTI activists said, "We strongly oppose such a move and term it a by-product of the nexus of Bureaucracy and Political establishment governing the state. We condemn the government for tampering with the rules of J&K RTI Act as for last three years the original rules had delivered and yielded positive results." They lambasted the Government for its double-speak on corruption and termed the weakening of the Act as a deliberate attempt of the Government to facilitate the corrupt. All the RTI activists and the civil society are averse to such hasty decision of the government which is taken without any consultation with the citizens and stakeholders, they added.They asked the civil society and the opposition parties to join hand in defeating the nefarious designs of the Government in streamlining Corruption and weakening the institutions that gauge and guard against the corrupt. They also requested the legislatures of both the houses that now they should step in and defeat government's move of weakening the act by amending the RTI Rules on the floor of the house because as per the mandate of section 26 of the J&K RTI Act 2009, every rule made by the government shall be made before each house for a period of one month. |
