Antony asks China to stay away from POJK
What About Parliamentary Resolution?

JAMMU, Sept 5: Defence Minister AK Antony, who is number two in the Congress-led UPA Government, on Monday told China to stay away from Pakistan-occupied-Jammu and Kashmir (POJK) and not undertake any activity there, as the area belongs to India. Actually, he informed the Lok Sabha that the Government of India had conveyed its concerns to China about its activities in POJK and asked Beijing to cease their activities there.
"The Government has conveyed its concerns to China about their activities in PoK and asked them to cease such activities," he said in a written reply to the Lok Sabha. He also told the Lok Sabha that "China disputes the international boundary with India", that "there is no common delineated Line of Actual Control (LAC) between the two countries" and that "both sides patrol up to their respective perceptions of LAC", and added that there has not been any Chinese "intrusion" into the Indian territory during the last three years. "Chinese patrolling up to their perception of LAC is treated as transgression. Such incidents are taken up with China through established mechanism such as hot lines, flag meetings, border personnel meeting and the newly established Working Mechanism on Consultation and Coordination on India-China border affairs," he said.
According to India's military intelligence, there are at least "834 Chinese personnel working on road and hydro-electric infrastructure projects" in POJK. "Some 735 Chinese nationals" are "working at the site of the ongoing $2.89 billion, 963MW Neelum-Jhelum hydro-electric project near the Line of Control in Jammu & Kashmir". The Indian military intelligence has also said that the "Chinese workers have been sighted at construction sites in Chattar Kalas, Thota Malsi and Nauseri of the mega hydroelectric project awarded to a Chinese consortium - Gezhouba Group-China National Machinery Import Export Corporation - in 2007".
The Defence Minister also provided details of the places where Indian lands are under Chinese occupation. He said: "Indian territory under occupation by China in Jammu and Kashmir since 1962 is approximately 38,000 sq km. In addition to this, under the so called China-Pakistan Boundary Agreement of 1963, Pakistan illegally ceded 5,180 sq km of Indian territory in PoK to China."
What Antony told the Lok Sabha was a factual position depicting what China has been doing in POJK, especially in the strategic Gilgit-Baltistan region, in collaboration with Pakistan to jeopardize our security along our northern borders, the lifeline of India. There was nothing new in what he said. Everyone in the country is aware of the activities Beijing has been undertaking in POJK. That's not issue. He should have informed the Lok Sabha as to what the Congress-led UPA Government had done during the past more than 8 years to retrieve the areas Pakistan illegally occupied in 1947-1948 after loot, murder and rape. But he had nothing to inform because neither the present dispensation nor the ones which were in place between February 1994 and May 2004, including the BJP-led NDA dispensation, had done anything whatever to retrieve POJK. Yes, New Delhi had from time to time issued some vague statements for public consumption at critical occasions. The fact of the matter is that the Indian policy towards POJK and China is one of complete indifference.
It bears recalling that it was on February 22, 1994 that the Indian Parliament had unanimously adopted resolution on Jammu & Kashmir, POJK and Pakistan. The resolution mandated the Government of India to get back from Pakistan all the Jammu & Kashmir territories it had annexed after waging war on the State. One may put in any amount of efforts to find if the Government of India has taken any action on the historic resolution which reflected the national mood, he/she will come out of the exercise minus everything. On the contrary, one would find that New Delhi had been more than willing to give more and more concessions to Pakistan. This is not the way the borders are secured and protected. The truth, in short, is that New Delhi doesn't have the required political to take on China and Pakistan. New Delhi is very weak and meek and it has virtually converted the Indian state into a banana republic. The nation needs in New Delhi a dispensation that delivers and that makes the world recognize India as a state in the real sense of the term.
