UT for Ladakh, nothing for Jammu Pradesh | BJP: Ignoring Core Constituency | | Neha JAMMU, Sept 5: The executive body of State unit of BJP, which held its two-day-long meeting at Udhampur last week, adopted three resolutions - political resolution, resolution on border areas and problems being faced by the people inhabiting border areas and resolution on Ladakh. The resolutions were released to the press only yesterday for the information of general public. The political resolution, among other things, indicated the resolve of the party to "continue and accelerate the struggle to root out corruption from high offices and expose the persons who have embezzled public money in the NC-Congress Coalition Government in the State; carry its agenda to resolve the problems of refugees of all categories, including PoK, West Pakistan, Displaced Kashmiri Pandits and migrants from terrorism affected areas; oppose the State Government's rehabilitation policy for surrendered militants in its present form; fulfill its nationalist obligation of upholding the finality of J&K State's accession to India; and fight against the designs of separatists, their patrons in the Government and their masters across the borders". There was absolutely nothing new in this resolution. It was virtually a carbon copy of its earlier political resolution. Nothing wrong. The resolution on border areas and the problems the people inhabiting these areas face underlined the need for establishing border area development authority charged with the duty of looking after health, education, roads etc. and tackling other problems. The people of border areas, who have been facing difficulties since 1947, do deserve a special treatment. Adequately empowered border area development authority, if established, can mitigate some of the hardship of these people. It is a positive demand. Equally significant was the BJP resolution on Ladakh, which was moved by a Ladakhi himself. The resolution demanded Union Territory status for the trans-Himalayan Ladakh. It said if discrimination with the people of the cold-desert Ladakh is to end on a permanent basis, it has to be granted the UT status. In other words, the resolution demanded segregation not only from Kashmir but also from Jammu Pradesh. But there was no flaw in the resolution. Ladakh has to be separated from Kashmir and Jammu if it is to get UT status. The people of Ladakh, who have never got their legitimate due share in the State's political and economic processes during all these more than 65 years of the State's accession to India, do deserve what the BJP resolution demanded. It's true that they have got an autonomous hill development council, but it's also true that it has not mitigated all the problems, including political problem, of the people of the strategically crucial region. The BJP needs to be commended for its stand on Ladakh. However, what disappointed the people of Jammu Pradesh was the conspicuous absence of any reference to the age-old demand in the region for its real and effective say in the governance through a definite political instrument. The BJP did not suggest any mechanism calculated to end discrimination with Jammu Pradesh and enable it to achieve its political objective: Complete merger with India and application of the Indian Constitution to Jammu Pradesh in its entirety, minus Article 370, the root cause of all evils facing the people. The BJP resolution treated Jammu Pradesh differently, notwithstanding the fact that its support-base is confined only to two dozen Assembly constituencies in Jammu Pradesh. The BJP has no support-base whatever in Kashmir and Ladakh. In Kashmir, the political space is shared by the NC and the PDP. In Ladakh, especially Leh district, it is all between Ladakh Union Territory Front and the Congress. The BJP would do well to revise its stand on Jammu Pradesh. The best thing for it to do would be ape the Panthers Party and demand reorganization of the State on regional basis. If it could demand UT for Ladakh, why can't it adopt a similar approach towards its core constituency? |
