Is Army or Govt responsible for non-functioning of 1000 mini power projects ? | | | Early Times Report Jammu, Sept 6 : Is the state Government or the Army authorities responsible for a piquant situation in which about 1,000 mini power projects have turned defunct? This question has assumed added significance after the st ate Government held the Army responsible and the latter blaming the state authorities for not having taken in hand measures for maintaining and running these projects. These projects were built by the Army,under its operation Sadbhavana,for which the Government of India had made available over Rs.20 crores.These mini projects had the capacity of generating three to five KVA electricity.The basic purpose of these projects was to provide electricity to far-flung areas of the state,particularly to those villages that were situated close to the LOC. Army authorities say that soon af ter commissioning each project they were handed over to the state agencies for maintenance and operation.They said that if most of these projects have become defunct the state Government should be held responsible because it did not implement required plan for keeping these projects functional. However,the state agencies blame the Army for having used substandard material in the construction of these projects. They claim that these projects would have not turned defunct had their construction been given to the state agencies. The Army officials treat the Government allegations totally false. They said the state agencies had no expertise in building such projects and had they the technique why did not the state agencies build mini power projects. |
