Panches deflate Panchayati Raj balloon

SRINAGAR, Sept 6: With the resignation of six more Panches and Sarpanches in South Kashmir, the dream of Panchayati Raj seems a distant dream. Today's resignations were accompanied by apology letters. The Panches and Sarpanches have apologized for the `sin of participating' in elections. This tells a lot about the present situation in Kashmir. The process of submitting resignations started early this year in South Kashmir. Posters urging the Panchayat members to seek pardon appeared at several places in Pulwama, Kulgam and Shopian districts.
The posters also urged the elected members to resign or face the consequences. A few members submitted their resignation through the press. It was reminiscent of early 90s when local dailies carried scores of resignations of National Conference workers every day.
According to a local news agency, the total number of Panches and Sarpanches who have resigned till date has gone up to 378. The resignations have come at a time when the Government seems all set to hold local body elections in the coming months. According to political experts, the resignations are going to have a serious bearing on the exercise.
The Government has not issued a statement on the resignations yet. Instead it has been talking of the empowerment of Panchayats. The hapless but angry elected members are caught between the devil and the deep sea. A fortnight ago they heckled the Minister for Parliamentary Affairs in North Kashmir for his `failure to empower panchayats'.
