Startling discrepancies surface in Cooperative Societies come to light | Minister fails to hold elections, JCCB license under jeopardy | | Sumit Sharma Jammu, Sept 7: Startling discrepancies in Cooperative Societies came to fore in a reply to an RTI application. The lacunae indicated even the failure of concerned Minister to take action to plug in the loopholes within the said sector. The concerned department while replying to RTI application indicated autocratic rule of concerned Minister as after taking reins of cooperative sector including JAKFED, Cooperative School besides other institution has utterly failed to hold elections which resulted in failure of restoration of democratic setup causes deterioration of work in such cooperative units. Meanwhile, highly placed sources within the concerned department maintained that the license of JCCB is in jeopardy as the bank has reportedly violated the norms and guidelines of Reserve Bank of India (RBI), the nodal authority in banking sector, and date of complying and to plug loopholes within banking system of JCCB was fixed on September 30 which is drawing near with each passing day. "The JCCB violates RBI guidelines by appointing employees when faced financial crunch, opened new branches and till date failed to make the bank computerized. Further the bank is also facing accountability commission, informed sources said adding election in JCCB was held on 5.6.2011 and its term was three years. It further stated that an inquiry has been ordered into mismanagement and financial irregularities in the JCCB. Meanwhile, an RTI reply too has created shocking waves within the cooperative and its allied sectors as many startling fact came to light. It is pertinent to mention here that RTI application was filed by one Ravinder Gupta in which the applicant had sought directions of Minister Incharge Cooperative Department for holding elections in cooperative institutions, completion of period of election of the Board of Directors, administration, management and performance report of Jammu Central Cooperative Bank for the last financial years 2010 -2012. The RTI application also sought information about the tenure of the existing Board of Jammu Central Cooperative Bank and details of any inquiry ordered by Minister Incharge into losses in bank and any direction from Minister Incharge of Cooperative side for superseding the board for mismanagement.. However, the RTI reply was shocking and while referring to the affairs of the Cooperative School of Education and Research Ltd. Deeli Jammu, the Registrar Cooperative stated that the office was superseded in 2010 and board of administrators appointed vide order No RCS/SS/498-501 which availed 16 months and later two months and now it is mandatory for the reconstitution of board of administrators to hold the election. Further in reply order No RCS/LS/462 of the super- succession of the board, management of various institutions falling under cooperatives jurisdiction, the RTI Reply stated that JAKFED was superseded in 2006, Anantnag CC Bank in 24.1.2003, J&K SCARDB in 9.12.2002, CCB Baramulla in 1.2.2003, Jammu Coop, Wholesales Ltd (Super Bazaar) in January 1996. The reply further admitted that nominated board of managements, administrators have worked beyond the fixed tenure provided under the act as election could not be possible in Cooperative Societies in Kashmir division and some parts of Jammu division for long time. Pertinently, the election in cooperative sectors is to be done in every three years and maximum period of super- succession of any body is six months. |
