Dev performs autopsy of Education Department
Shun bias, appoint teachers in Jammu region’

Jammu, Sept 10: Educational activity has become the major causality of bureaucratic red tape and discriminatory policies of state government resulting in collapse of state as well as centrally sponsored schemes in education sector. This was stated by National Panthers Party (NPP) MLA and working chairman Harsh Dev Singh today.
 Dev accused the Education Department of utter bias and prejudice in the matter of appointment of teachers in Jammu region. Singh claimed that while the said department had made appointments of teachers in Ganderbal and some other Districts of Kashmir division, it had failed to make appointments of teachers in any of the ten districts of Jammu region.
He said that the government had itself admitted in the meeting of Project Appraisal Board (PAB) held in New-Delhi in June 2011 that 13020 posts of teachers were vacant at the elementary level itself with 8104 vacancies in Upper Primary schools and 4916 vacancies in Primary schools.
Furnishing data, Dev said apart from these more than 13000 vacancies of Masters, Head Masters and Lecturers were available at Secondary level including High and Higher secondary schools thus taking the total number. of vacancies to around 27,000.According to him, the vacancies included around 5000 posts of Masters sanctioned for the state under RMSA during the last three years none of which had been filled up. He said that the figures proved the shortage of at least 40% of the total teaching staff required in educational institutions of the state.
He strongly condemned the withholding of the selection lists of ReTs who had applied during 2010 and 2011 for ulterior motives and extraneous considerations at various levels by the concerned department without bothering for the damage being done to the institutions. Singh strongly condemned the failure of the govt. to create posts for  various High and Higher Secondary Schools created and up-graded after the year 2008-09, thus adversely affecting not only the pass percentage of the said schools but also jeopardizing the careers of students who were made to pursue the courses without formal teaching guides.
 He said that the cabinet decision taken in July 2010 for filling up the vacant posts of teachers in remote and bad pocket areas on ReT pattern had neither been honoured nor had any step been initiated in this regard.
He said there were protests and demonstrations in various far flung and remote areas against staff shortage, against defunct and non-functional schools and against govt. negligence in implementation of various Educational schemes. Harsh decried in particular the total failure of the government to launch RMSA (Rashtriya Madhamik Shiksha Abhiyan) in the state which though was started all over the country in 2008. He said that RMSA was the most ambitious project of GoI, which if implemented in proper perspective, had the potential to transform the entire secondary system of education. He deplored that funds provided under RMSA during the last three years for staff creation, for infrastructure creation and for other developmental related activity in Education had remained completely unspent and un-utilized due to gross negligence, apathy, neglect and red-tape of the concerned officers and bureaucrats.
 Dev further pointed out that the failure of the government to launch RMSA in the state was vigorously raised in the previous session of Assembly and assurances were also given to expedite the progress of its launch, but regretted that nothing was done on the ground. He further lambasted the Education Department for withholding the funds released by GoI under RMSA even with respect to the year 2010-11and 2011-12 and not even releasing the same to various Districts which, in turn, were required to release the same for identified purposes  and for specific educational institutions.  He regretted that the officers who could not even release and utilize the funds even for 2010-11, with 2011-12 also having ended, had no right to continue in office and sought fixation of responsibility and holding the delinquents accountable. He alleged that the entire Department appeared to be headless with no activity being visible on the ground.
Singh said that GoI had sanctioned model schools under RMSA for every educationally backward block of the state about two years back and Rs. 3 crore approx. as unit cost were earmarked for infrastructure development of each such institution. He said not even a single school had been so developed despite a lapse of three years and not a single penny out of hundreds of crores so sanctioned for development of Model Schools utilized under the scheme till date.
He expressed concern over the extremely poor pace of progress in the implementation of GOI sponsored girl education projects in the form of Kasturba Gandhi Balika Vidyalayes (KGBVs). He said that the KGBVs sanctioned 7-8 years back were not made fully functional and not even a single building for the said institutions had been completed despite full funding by the GoI. Dev further castigated the Department for large scale stagnation and its failure to ensure regularization of in-charge teaching staff including Masters, HMs, Lecturers, ZEOs, Principals etc despite repeated assurances on the subject including cabinet decisions. He flayed the Youth Services and Sports Department for different Pay Scales in respect of Physical Education Lecturers of District Udhampur performing identical duties.
Singh said that the state of affairs being most melancholic and extremely sad, the indulgence of the Governor into the large scale lapses, omissions and red tape of govt. functionaries was paramount .He made a humble implore to the governor to intervene personally as the people of the state were not only being deprived of the benefits of GoI Schemes but were also feeling extremely helpless in the face of a highly irresponsible, reckless and despotic bureaucratic government set up.
