Grant of additionality to districts

Minister for Planning and Finance Mr. Tariq Hameed Karra told Legislative Assembly today that government would uphold the statement made by Chief Minister Mr. Ghulam Nabi Azad in the House that the districts which did not receive additionality or have received less would be compensated in next financial year.
He was replying to supplementaries by Mr. Harshdev Singh, Mr. M. Y. Tarigami, Mr. Ali Mohammad Sagar, Mr. A. R. Rather, Mir Saifullah, Mr. Sartaj Madni, Mr Kafeel-ur-Rehman, Mr. Shyam Lal Sharma, Mr. Balwant Singh, Dr. Mehboob Baig, Mr. A. R. Veeri and Mr. Javed Rana.
Earlier, in reply to main question by Mr. G. A. Mir Minister for R&B Mr. Gulchain Singh Charak informed the House that an amount of Rs 2519.21 lakh has been provided as additionalities to various districts over and above plan allocations in the R&B Sector in the state during this financial year.
Giving details he said that Rs. 792. 52 lakh were granted to Anantnag while Rs. 277.71 lakh and Rs. 353.19 lakh to Pulwama and Baramulla districts respectively. Similarly, Rs 366.75 lakh, Rs. 100 lakh and Rs. 327.04 lakh were given to Budgam, Kupwara and Srinagar districts respectively.
Likewise, Rs. 100 lakh were granted to Udhampur district while Rs. 172 lakh and Rs. 30 lakh to Poonch and Rajouri districts respectively.
He said the additionalities have been provided by the government mostly in response to the decisions taken in District Development Board meetings.
In reply to another question by Mr. G. M. Saroori, the Minister gave details of Constituency wise funds released under State Sector in Doda district. He said a total of Rs 401.70 lakh were released in 2004-05 and Rs 971.85 lakh in 2005-06 in the district.
Giving break up, he said that Rs. 39.50 lakh were released for Doda constituency while Rs 39.50 to Banihal, Rs. 51.70 to Ramban, Rs. 115.50 to Bhadarwah, Rs 115.50 to Kishtwar and Rs 50.50 lakh to Inderwal constituency in 2004-05.
Similarly, in 2005-06 an amount of Rs 179.94 lakh were released for Doda constituency, Rs 122 Lakh, Rs 14 Lakh, Rs 389.51 lakh, Rs 202 lakh and Rs. 64.40 lakh to Banihal, Ramban, Bhadarwah, Kishtwar and Inderwal constituencies respectively.
As regards clearance of liabilities on account of restoration of roads damaged during 2004-05 due to rains/snowfalls of January/February 2005, against huge damages of Rs 2539.36 lakh in Jammu province, only a meager amount of Rs 200 lakh has been received so far which include Rs. 103 crore for Doda district for restoration of roads damaged due to torrential rains/heavy snowfall under NCRF. The matter for release of balance amount has been taken up with the Revenue department but is not covered under NCRF guidelines.
