| Calling Attention Notices in LA | | | Jammu, February 08 In reply to a Calling Attention Notice by Mr. Ali Mohammad Sagar, Minister for CAPD Mr. Taj Mohi-ud-Din Said that “the law and order is a state subject and every state takes action in matters involving breach of law by any individual whether being state subject or non-state subject, in accordance with the provisions of law of the land. He said Chief Minister Mr. Ghulam Nabi Azad has written to the Defence Minister and to the Chief Ministers of Delhi, MP, Gujarat, Karnataka and Maharashtra etc, and expressed his concern about incident of terrorist violence in some parts of the country which have the potential of disturbing the trend of out flow of businessmen and traders settled or visiting other states in connection with trade and business, employment and studies in various parts of the country. Since in a few such incidents some residents of J&K have reportedly been arrested and are under investigation, it has been impressed upon the Chief Ministers of the above states to ensure that the innocent people belonging to J&K state should not be harassed, while those who may be involved in incidents of violence are brought to book. He said Chief Minister has also urged upon the above mentioned Chief Ministers to direct their police and other agencies not to take extreme action against any resident of J&K without consulting the state police. Details about these detentions/arrests are never shared with the state However, as and when any specific issue is brought to the notice of state government, the issue in all earnestness is taken up with concerned authorities. He said Chief Minister is again taking up this issue with Prime Minister and Home Minister. Minister for Health and Medical Education, Pt. Mangat Ram Sharma intervening in the reply said that government is having equal concern about the issue and would take up it with centre leadership and Union Home Ministry again. In reply to another Calling Attention Notice by Dr. Manohar Lal Sharma, Minister for Power Mr. Nawang Rigzin Jora stated that “the junior engineers (non-gazetted) in Power development are holding transferable posts. The transfers of Junior engineers and other posts are effected on completion of minimum 2 years stay purely in the interest of administration. No criteria have been fixed for posting of Junior Engineers as Store officers. Such posting are made keping in view of the suitability, sharing of responsibility and work commensurate to the state of an engineer, as a routine mater. Some times premature transfers of staff are ordered due to exigencies of service or administrative reasons besides, public interest
