| HC quashes appointment of teaching guides under ReT | | | Jammu, Feb 09 Justice Nirmal Singh of J&K High Court Jammu wing in a significant judgment today quashed the appointment of three teaching guides under Rehbar-e-Taleem (ReT) in a petition filed by Anita Sharma and others challenging the appointment of private respondents. There were three vacancies in village Datyal, Tehsil Akhnoor of these two vacancies were available in Government Middle School and one in Primary School. The petitioners being the local residents of village Datyal, submitted their applications for appointment as Rehbar-e-Taleem teaching guides. Under the scheme, the recommendations were to be made by the village level committee, but headmaster of the school and a clerk of ZEO Office in connivance with each other for extraneous considerations deceived members of the village level committee and without bringing the true and correct facts to their notice, made recommendations for engagement of three private respondents. The petitioners challenged the appointment of private respondents through Advocate Surinder Kour and V Gupta Advocate on the various grounds including that the private respondents are not residents of village Datyal and as such were not eligible for appointment against these posts. The people of the area also protested against the engagement of outsiders and closed the schools. The Chief Education Officer, after visiting the school, personally made a report in which he submitted that one Sushma Devi of Gujral, Tilak Raj and Ajay Kumar were appointed illegally. After considering the report of the CEO and the arguments of Advocates Surinder Kour and V. Gupta appearing for the petitioners, Justice Nirmal Singh allowed the petition and quashed the appointment of private respondent with the direction to Village Level Committee to prepare a fresh panel for engagement of teaching guides.
