House put in suspended animation as historic Roshni act is passed

Jammu, Feb 9—The much hyped Roshni act was passed in the State Assembly amidst high drama and pandemonium created by main opposition National Conference today.
While NC members demanded that speaker relax the rules and allow them to move amendments on the Roshni act, the ruling alliance members opposed them, saying that it was beyond the powers of the chair to relax rule.
The House was put under suspended animation on this issue as every one remained clueless as to what would be the direction of the Speaker regarding the amendments proposed by opposition National Conference members, who were insisting for permission to move the amendments.
During the twenty minutes deliberations which followed amidst slogan raising by both NC and PDP-Congress combine, Chief Minister Azad was seen discussing the issue with senior cabinet minister Mangat Ram Sharma and CAPD minister Taj Mohidudin.
Former Finance Minister Muzzafar Hussain Baig, who was present in the House, however, asked the speaker to relax the rules and allow the amendments to be moved. However, the speaker said that he had given a ruling in the regard and since NC members were not present in the House, they were technically disqualified to do the same.
Angry with this ruling of the Speaker, National Conference MLAs rushed into the well of the House and shouted slogans against the government and the Speaker for disallowing their amendments on a technical point.
They accused the government of conspiring to avoid the opposition using the office of the speaker. They alleged that government was afraid of allowing the amendments to moved on the floor of the House.
Replying to the allegations made by NC members, CAPD minister Taj Mohiudin said that govt had nothing to hide and was not afraid to discuss the matter, however, he added “the speaker has no right to relax rules but the House can decide the matter by voting”.
Amidst the din, the Chief Minister moved into a adjacent chamber and called Muzaffar Baig for a impromptu meeting perhaps sensing that he could sway the mood in favour of NC demand.
Thereafter, the situation took a decisive turn as Health Minister Mangat Ram Sharma, perhaps directed by the CM, strongly opposed the NC demand and asked the Speaker to go for voting.
Speaker Tara Chand asked CAPD Minister to press for the passage of the bill, who promptly did the same and asked the House to pass the Roshni Bill.
While National Conference members were shouting slogans, the ruling coalition members voted in favour of the bill and it was passed in the floor of the House.
Earlier, the drama began when Chief Minister Ghulam Nabi Azad moved the Roshni Bill on the floor of the House in the absence of National Conference members, who later claimed that they were invited by speaker Tara Chand for a meeting in his chamber.
Prior to moving the bill in the House, CM Azad also announced that government had decided to grant free of cost ownership rights to farmers, who were possessing govt land.
This decision of Azad implies that state land worth 20000 crores shall be given to the farmers after paying only Rs 100 per kanal as processing charges
