| ‘Wrong application of justice, equality root cause of deprivation’ | | Ensure parity between Kashmir, Jammu regions, Hari Om to WG | | JAMMU FEB-11 ‘Regretting that those controlling the state have wrongly applied the principle of justice and equality in the state thus deprived certain sections of the society of those normal civil and political rights which are available to the rest of the Indians under the Constitution, Prof Hari Om State BJP Vice President and party spokesman said that Jammu and Ladakh regions have all along been discriminated. Addressing media persons here today Prof Om alleged that Jammu and Ladakh regions have all along been discriminated and in this connection referred the less strength of employees in the civil secretariat, less Assembly seats. A superficial study of status of Jammu and Ladakh would reveal that these regions have been reduced to a nullity for all practical purposes, he said and elaborated that the creation of additional districts and additional Assembly seats are clear proof to substantiate the claim of discrimination. The BJP leader said that the party in a memorandum submitted to the Chairman of the Working Group on ‘ensuring good governance’ felt that the draft final report on ‘ensuring good governance’ in Jammu and Kashmir if accepted and implemented fully, ‘would accomplish the objective of good governance’. ‘Though the task is very difficult considering the nature of our political leadership, bureaucracy and those controlling the crucial departments’, he felt but hastened to add that ‘it does not mean that we should not do something concrete to surmount the problems facing the ordinary citizens owing to the menace of corruption and other evil practices’ Alleging that the suggestions made during meetings on August 8 and November 6 last have not been taken into consideration, the BJP spokesman clarified that Article 370 is one of the root cause of the problem in the sense that ‘ those managing the affairs have only exploited this provision to establish their strong hold over political and administrative apparatus to promote their personal cause and for the sake of personal power and profit’, while the ordinary citizens were deprived of their economic rights . Supporting the mantra of good governance, the BJP leader said that ‘it should and must also mean application of the principle of justice and equality, the cardinal principle of democracy and must mean respect of the human rights of the deprived sections of the society. He also touched the plight of PoK refugees and human rights violations and regretted that despite 60 years of independence these refugees have not been granted citizenship rights, while Scheduled castes, who constitute over 20 per cent of the population of Jammu region, have not been given rights and privileges available to their brethren in the rest of the country under the Indian Constitution. He also referred to the Kashmiri Pandits who have become refugees in its own country and said the way the State Legislature rejected the Bill on the protection of Kashmiri Pandits’ religious shrines in the Valley shows the kind of respect of administration for human rights. The BJP Vice President said that the Party in its memorandum to the Chairman has impressed the need for ensuring parity between Kashmir and Jammu in all spheres and at all levels as also taking care of the genuine problems and rights of the refugees, the minorities, the Scheduled Castes and the Scheduled Tribe.
