| Azad’s declaring KAS premier service in house appreciated by KAS Officers | | | Jammu, February 11 Kashmir Administrative Services (KAS) Officers Association convening a felicitation meeting honoured all those officers who were elevated to suppertime scale, Special Secretaries and other positions here at Jammu. In the meeting the officers were formally felicitated and it was hoped that these officers will definitely play a vital role in implementing developmental, socio-economic welfare programmes and other people oriented programmes of the government so that the high tradition of KAS Officers would be maintained by the newly elevated officers. The meeting expressed its satisfaction and hailed the statement of Chief Minister Mr. Ghulam Nabi Azad in the Legislative Assembly, where he said that the KAS is the premier service. They appreciated the State cabinet and all concerned ministers who played their vital role for clearance to accord sanction to all promotions to suppertime scale/special secretaries which were due since long. The officers appreciated the role of Chief Secretary, Principal Secretary to Chief Minister and Principal Secretary to General Administration Department who ensured that all KAS Officers who were due for the grade promotions are given promotion in time. Besides the President KAS Officers Association, General Secretary, other office bearers and Counselors, Special Secretary Revenue Mr. Farooq Ahmad Faktoo, Director Rural Development, Mr. K.L. Bhagat, Additional Commissioner sales tax, Mr. R.K. Koul, Deputy Commissioner Excise, Lakhanpur Check Post, Mr. Sheikh Rayaz Ahmad, and Mr. Hemat were present in the meeting. The President of the association and other office bears informed all officers about their successful meeting with Chief Minister Mr. Ghulam Nabi Azad, Chief Secretary and Principal Secretary GAD where all senior top brass of the administration was present. They informed that CM while serving their short term and long term list of demands assured that the decision taken earlier under the ex-Chief Secretary of the state Mr. Baloria and other members will be cleared, while as three members committee under the chairmanship of present Chief Secretary Mr. C. Phunsog will be submitting reports with regard to long term plan envisaged for strengthening and streamlining of the KAS Service in the state. The meeting hoped that necessary clearance would be accorded to already decided issues and a comprehensive report for long term plan will be submitted to the Chief Minister Mr. Ghulam Nabi Azad soon before general body meeting of all KAS Officers is convened. The meeting expressed its hope that the correction with regard to release of Special Secretary grade as per the ratio of 33% out of duty posts should be made as in the set standard for other premier services as well and the similar pyramid will be adopted till bottom line so that timely induction of officers of all combined services in KAS becomes a regular automatic time bound feature. The role of General Administration Department which of late has started the process defined of automatic manner and believed that shaping of the pyramid from top to bottom will enhance the confidence of all the officers who have already been inducted or likely be inducted in the system and procedure is remarkable, they said. Lauding the role of State Cabinet, Chief Secretary, General Administration Department, Finance Department particularly Principal Secretary GAD Mr. Khurshid Ahmad Ganai and Principal Secretary Finance Mr. B. B. Vyas for specially earmarking sufficient funds for high standard training of KAS Officers at national and international level for the next financial year, the meeting said that it would help the officers to take the state administrative set up to new highs. The meeting was of strong opinion that all the officers at all level are required to dedicate themselves for the welfare of the people under present able administrative get up and play all its role to translate all people welfare schemes in action. In the meeting the complimentary remarks of the Chief Secretary were repeated who said that in one of the high powered meeting at New Delhi while assessing administrative equipment of different services, one of the advisors of the Governor said during peak turmoil period J&K state has remarked “that it is KAS which has proved its high caliber to face all onslaughts but still triumphantly fluttered the banner of success”. It was hoped in the meeting whether it is a turmoil time or peace time, officers of KAS on frontline would serve the people and maintain the image of the nation. |
