Credible sources said that during meeting of BJP's core group to form strategy for the Rajya Sabha elections it was decided that besides targeting Independent MLAs party should also lure some Congress and National Conference MLAs to remain absent during the polling to confirm defeat of Ghulam Nabi Azad.
