Syed Junaid Hashmi JAMMU, Apr 2: Chief Minister Omar Abdullah’s model of governance has seemingly fails to enthuse IAS Babus returning to the state government after having spent several years on central deputation. Records bear testimony to the fact that during the last 5 years, IAS officers have come back to the state, served for a brief stint and finding what they term as ‘suffocating administrative atmosphere’, they have preferred either long leave or returned back on central deputation. In the latest instance, 1994 batch IAS officer Navin Choudhary has returned to New Delhi as Joint Secretary in the Ministry of Defence. He had returned in October 2011 and was first posted in the Agricultural department and later, sent packing to the Raj Bhawan. State government ironically first recalled Navin Choudhary to the cadre and then ignoring his 3-years experience in the Union Ministry of Finance and another 3-years in the International Monetary Fund (IMF) Washington, posted him to Agriculture Department.
