VO failed to nail culprits in 'embezzlement' of Rs 5 cr in bridge construction
Money was given on 'highest' level political recommendation

jammu, July 6: Even as the PDP-BJP alliance government appears to be keen on tracking and curbing acts of corruption and embezzlement of funds in the exchequer, there is no clue nor any mention the echelons of the highest anti graft body as to what happened to a huge amount of Rs 5 cr which were released by JKPCC in the year 2005-2006 for construction of a bridge in Hyderpora in Kashmir valley.
Sources said JKPCC which remained embroiled in many high profiled controversies involving gross irregularities in funds, had released this amount to a Srinagar based contractor who happened to be close relative of the then Chief Minister Ghulam Nabi Azad. This amount was given on the strong recommendation apparently at the highest level of power corridors as advance amount for initiating work on the project, said the sources. This was done during the tenure of Dilip Thusoo in capacity of Managing Director of the JKPCC, sources further said. The said contractor taking benefit of the political influence had asked for this advance amount which is in violation of the set rules and norms for release of funds, said the sources adding that the officer at the helm, whose name is already involved in such controversial acts, too did not resist the political pressure and instead released the money as advance amount.
However, the money was never spent on the bridge by the contractor , a known name in construction projects on the project for which it was given by JKPCC MD. No anti graft body has been able to track down as to where this money has gone nor has it been questioned by the successive NC-Congress alliance during their six year rule in the state, said the sources. Even though Dilip Thusso's name remained involved in many other irregularities so committed by JKPCC in construction works across the state, the money given as advance amount for construction of a bridge has remained untouched and so have the real culprits gone scot free , thanks to their high level political lineages under the refuge of which exchequer is looted.
