Jammu, June 17: The official push to the legalization of the eligibility of otherwise ineligible candidate Neeraj Sharma as Deputy Registrar in University of Jammu has confirmed the prevailing nexus in the government sector to an extent that even the office of His Excellency is being befooled and misled at will.
According to sources, the appointment of Neeraj Sharma, who is presently holding many charges including that of Special Secretary to Vice Chancellor, Administrator of Zorawar Singh Auditorium and Deputy Registrar (Teaching Wing), as Deputy Registrar was subjected to scrutiny by the office of His Excellency Governor N N Vohra but, the Higher Education Department in collusion with University officials furnished the reply in highly favourable manner which justified his appointment as Deputy Registrar.
Sources disclosed that Governor's Office had desired the Higher Education Department to present an independent report on the issue of illegal appointment of Neeraj Sharma as Deputy Registrar. "The then Secretary of Higher Education Department being relative of the person in question played the trick and referred the matter to Jammu University for comments which fully justified the appointment of Neeraj Sharma as Deputy Registrar," they added.
Sources further said that Neeraj Sharma is blue eyed of JU Vice Chancellor Prof Ramji Dass Sharma and also relative of the then Secretary Higher Education Department thus, under a collusion Higher Education Department endorsed the comments of JU authorities and reported the same in the office of His Excellency Governor of Jammu and Kashmir.
According to sources, Neeraj Sharma was not eligible for the post of Deputy Registrar as he was not having the prescribed experience but the then committee on the directions of the then Vice Chancellor Prof Amitabh Mattoo treated his experience in private sector at par and made him eligible which is otherwise not possible.
Later, the same Vice Chancellor promoted him to the post of Special Secretary to the Vice Chancellor with higher pay scale but, after 4 years he was demoted by the decision of University Council as Deputy Registrar. "Neeraj Sharma went to court and managed stay on the Council's order and since then the matter is sub-judice as the succeeding Vice Chancellor didn't contest the case in court so as to favour Neeraj Sharma and restored him to the post of Special Secretary and even allotted him the charge of Administrator of Zorawar Singh Auditorium and insulted the 'Office of His Excellency'," sources said.
