KAS officer makes mockery of Govt transfer order, continues to hold previous posting

Jammu, Oct 17: Making mockery of the official transfer order issued more than five months ago, a senior KAS officer is still holding the same post thereby putting undue pressure on administration.
The official documents in possession of the Early Times reveal that the Director, Tribal Affairs, J&K, Mohammad Rafi, was transferred and posted as Regional Director, Survey and Land Records (ex-officio Settlement Officer), Srinagar against an available vacancy vide Government Order No. 808-GAD of 2018, Dated:14-05-2018. However, more than five months have passed since then but the said officer has not joined the new place of posting and is yet to relinquish the charge of the post.
Meanwhile, the state government also took notice of the disobedience of its orders by the senior officers like Rafi, who despite being shifted to another place of posting continued to hold their previous post.
Taking a serious view of such non-compliance of official transfer/posting orders by a section of officers, the General Administration Department (GAD) issued a circular in this regard on September 7 last.
The Circular No. 38-GAD of 2018, Date: 07-09-2018 issued by the GAD clearly mentions, "It has been brought to the notice of the Government that certain officers transferred in the recent past have not joined their new places of postings and are continuing at their previous places of postings without any authorization. The matter has been viewed seriously. It is enjoined upon the officers concerned who have been transferred under different Government Orders in the recent past but have not joined their new places of postings, to do so without any further delay by 10.09.2018, failing which action as warranted under rules will follow.
Despite the clear circular, the transferred Director, Tribal Affairs, J&K, in no holds barred attitude is issuing official directives and orders as well as attending administrative meetings from time to time following his transfer on May 14 last for which he otherwise is not entitled.
The Early Times is in possession of few such orders issued under his signatures by the transferred Director, Tribal Affairs, J&K, which include an appointment Order No: 10/DTA of 2018, Dated: 01-06-2018, official communication of rules with regard to Scheduled Tribe students who intend to avail scholarship No.: DTA/Sch/Fellowship/2018/4158-81, Dated: 08-08-2018 and a Reliving Order No. 122/ DTA of 2018, Dated: 07-09-2018.
Moreover, the Director in question also attended a meeting of officials of the Tribal Affairs Department chaired by Secretary, Social Welfare, Cooperatives and Tribal Affairs, Dr Farooq Ahmad Lone on October 11 last.
