Mere 20 percent projects completed in more than three years of PM's development package for JK

srinagar, Jan 11: More than three years after Prime Minister Narendra Modi announced a package of Rs. 80,068 crores for Jammu & Kashmir merely 20 percent of the projects envisaged under the package have been completed so far.
Official sources said that till date, an amount of Rs. 66,300 crores has been sanctioned. So far 13 projects have already been completed while as 44 projects are under implementation. Six other very complex projects are under various stages of processing.
The package was announced by Prime Minister as special development assistance to Jammu & Kashmir November 7, 2015 for development of infrastructure and institutions of higher learning. The package was announced during a public rally addressed by Modi at Sher-I-Kashmir Cricket Stadium here in presence of then chief minister late Mufti Mohammad Sayeed and MoS in Prime Minister's Office Jitender Singh Rana.
There are 63 projects included in the package covering various sectors viz. Road, Power, Renewal Energy, Health, Education, Water Resources and Tourism etc. Major initiatives/projects, inter alia, include setting up of two AIIMS like institutions at an estimated cost of Rs. 4000 crores.
It would be in place to mention here that construction of All India Institute of Medical Sciences (AIIMS) type institutions at Awantipora-Pulwama in Kashmir and Vijaypur-Samba in Jammu have been hit by many roadblocks and given this fact it may take ages for the completion of these prestigious projects.
Sources said that major portion of the amount sanctioned under the package as announced by Prime Minister was meant to be spent by the completion of the term present National Democratic Alliance (NDA) government at the centre. They said given the lackadaisical attitude of the people at helm the earmarked money would not be spent within the stipulated time frame.
The package includes establishment of an Indian Institute of Technology (IIT) and Indian Institute of Management (IIM) at an estimated cost of Rs. 2000 Crores. It also includes construction of Zojila tunnel connecting Srinagar with Leh at an estimated cost of Rs. 9000 crores.
Construction of Jammu-Akhnoor-Poonch Road at an estimated cost of Rs. 5100 Crores, construction of tunnels at Lachulunga pass and Tanglang pass at an estimated cost of Rs. 5000 Crores, construction of ring road in Jammu and Srinagar at an estimated cost of Rs. 3750 Crores and construction of Kargil-Zanskar Road at an estimated cost of Rs. 4200 Crores was also included in the package.
Under the package construction of Udhampur-Ramban-Banihal road at an estimated cost of Rs. 4306 Crores and construction of Qazigund-Banihal road at an estimated cost of Rs. 2410 Crores were also included. At the same time construction of 1000 MW Pakal Dul Hydro Power Project at an estimated cost Rs. 8100 Crores for which equity contribution of Rs. 1192 Crores will be made by Government of India was also included.
Augmentation of power distribution infrastructure at an estimated cost of Rs. 3500 Crores and laying of Srinagar-Leh 200 KV power transmission line at an estimated cost of Rs. 1800 Crores were also included in the package. In addition to PM's Development Package, many other important projects such as Shahpurkandi and Ujh Dam Project for irrigation and hydro power, Ratle hydro power, Dal Lake rejuvenation have also been sanctioned.
