JE fakes 2 bills worth Rs 2.5 lakh for transformer oil

Jammu, June 21: A Junior Engineer in the Power Development Department Kathua division has allegedly produced two bills of purchase of transformer oil worth Rs 2.5 lakh to the accounts section for clearance, but the department has withheld the payment suspecting scandal in purchase of the oil.
The most weird thing which came to fore in this alleged act was that the bills which were produced by the JE were of back to back dates, which raised questions as to why so large quantity of transformer oil was purchased in two consecutive days.
If sources are to be believed the bills seem to be fake with sole motive to withdraw payment of Rs 2.5 lakh from the state exchequer. The JE in question is notorious for his misdeeds in the department. He is said to leave no chance to defy the orders of his superiors blatantly.
"He flaunts to have strong connections in political as well as in the higher ups in the department due to which nobody dares to take action against him. Hence, he continues to indulge in malpractices," sources said.
Of the two bills, copies of which are in possession of Early Times, one amounts to Rs 134,000 and was issued on 24-12-2018 in which 1680 litres of transformer oil was shown purchased and the second bill with amount of Rs 117000 is dated 25-12-2018 in which 1470 litres oil is shown purchased.
"When he produced the bills for their clearance, the senior officers asked him why was the oil purchased is such large quantity and where was it used. But the JE failed to reply satisfactorily due to which the department withheld the payment," sources said.
Besides, the JE is already under scanner for alleged irregularities in distribution of electrical equipment. He had initially refused to conduct physical verification of the equipment as is done annually, but later when pressurised by the seniors he somehow carried out verification in which it was found that most of the electrical equipment was distributed without payment, said sources.
They said that when senior officers asked him why payment was not received in lieu of the equipment, the JE replied that he had given the equipment on loan. The reply was not admissible as equipment can't be released without payment as per JK Financial Code Rules.
